Role Title: Service Manager – Children with Disabilities (CwD)

Rate: £450 per day or 357.60 PAYE (Umbrella)

Contract Type: Interim – 3 months (with potential for extension)

Work Arrangement: Hybrid (on-site and remote)

Location: Town Hall, Main Road, Romford RM1 3AR

Local Authority: London Borough of Havering

Key Focus

The Service Manager will:

  • Manage, lead, and oversee the daily operations of the Children with Disabilities (CwD) Service, ensuring high standards of practice in line with statutory guidance and best practice.
  • Work closely with the Strategic Head of Service for Early Help, CwD, and Family Support to continuously improve service delivery, driven by performance, risk, and demand.
Key Deliverables
  • Supervise and support staff to ensure effective service provision to children, young people, and families.
  • Oversee accurate and timely case recording across all relevant systems.
  • Lead on recruitment, training, assessment, and support of carers.
  • Collaborate with the Head of Service to plan and develop services, identifying needs and challenges proactively.
  • Manage team budgets effectively, ensuring services are financially sustainable.
  • Produce timely reports and represent the service in key internal and external meetings/forums.
Working Model

Hybrid: Flexible working with presence required at our Town Hall campus and local hubs. Face-to-Face Priority: All meetings with children and families are conducted in person to ensure quality engagement.

Candidate Requirements
  • Management Experience: Minimum of 2 years as a Team Manager or above.
  • Practice Background: Significant experience in children and families’ services, including statutory assessment and safeguarding.
  • Registration: Not applicable – social workers will not be considered for this post.
