Service Care Solutions are currently recruiting for a Specialist Officer – Private Sector Housing to join a local authority in Devon on a part-time temporary basis. This is an excellent opportunity for an experienced housing or environmental health professional to support the delivery of statutory private sector housing functions and help improve housing standards across the district.

The Role

You will play a key role in improving housing conditions and protecting residents’ health by inspecting private sector properties, assessing hazards, and taking appropriate enforcement action where required.

Key Responsibilities

  • Respond to service requests and complaints relating to private sector housing conditions
  • Carry out property inspections using the Housing Health and Safety Rating System (HHSRS)
  • Identify hazards and prepare schedules of work, notices, and remedial actions
  • Take enforcement action where necessary and monitor compliance
  • Inspect and assess Houses in Multiple Occupation (HMO) for licensing and standards
  • Support Disabled Facilities Grant (DFG) assessments and housing assistance processes
  • Maintain accurate records, reports, and statistical information
  • Liaise with landlords, tenants, contractors, and partner agencies

Requirements

  • Experience inspecting domestic properties and enforcing housing standards
  • Strong working knowledge of housing legislation and HHSRS
  • Experience within private sector housing, environmental health, or a similar regulatory role
  • Good knowledge of building construction and property defects
  • Strong communication skills and the ability to manage sensitive or complex cases
  • Ability to work independently and manage your own workload
  • Full UK driving licence
  • Basic DBS required
