Our client, a well-established Local Authority in the Portsmouth area, is seeking an experienced Compliance Manager to lead the delivery of critical property compliance services across a diverse portfolio of residential and corporate assets.

This is a fantastic opportunity for a compliance professional with strong leadership, contractor management and statutory compliance experience to join an organisation committed to delivering safe homes and buildings for its communities.

The Opportunity

Reporting into senior management, you will lead a dedicated Compliance Team and take overall responsibility for the management and performance of key statutory compliance contracts, ensuring regulatory obligations are met and compliance levels remain at the highest possible standard.

You will oversee a broad range of compliance disciplines including:

  • Gas Safety
  • Fire Safety
  • Electrical Testing and Inspection
  • Asbestos Management
  • Water Hygiene
  • Lift Maintenance and Servicing

Working closely with contractors, internal stakeholders and regulatory bodies, you will ensure programmes are delivered effectively, risks are managed appropriately, and residents and building users remain safe.

Key Responsibilities:

  • Lead, manage and develop a specialist Compliance Team.
  • Oversee the performance of multiple compliance contracts and service providers.
  • Drive continuous improvement and maintain high levels of statutory compliance across housing and corporate property portfolios.
  • Monitor contractor performance against KPIs and contractual obligations.
  • Produce and present regular compliance performance reports to senior stakeholders.
  • Support procurement, mobilisation and management of compliance contracts.
  • Manage budgets, expenditure and value-for-money assessments.
  • Ensure compliance certification, records and data are accurately maintained.
  • Build effective relationships with residents, leaseholders, councillors and internal departments.
  • Support regulatory inspections, audits and external reporting requirements.
  • Chair operational and strategic meetings where required.

We are keen to speak with candidates who can demonstrate:

  • Significant experience managing property compliance services within housing, local government, property management or a similar environment.
  • Strong technical understanding of statutory compliance disciplines including gas, fire, electrical, asbestos, water hygiene and lifts.
  • Proven experience managing contractors and driving service improvements.
  • Previous leadership experience, including managing and developing teams.
  • Excellent knowledge of compliance legislation, regulations and industry best practice.
  • Strong commercial awareness with experience managing budgets and controlling costs.
  • Advanced Microsoft Office skills, particularly Excel and reporting tools.
  • Experience using compliance management systems and databases.
  • Excellent communication and stakeholder management skills.
  • The ability to influence, challenge and engage stakeholders at all levels.
