Our client, a leading London Local Authority, is seeking an experienced Senior Quantity Surveyor specialising in Repairs & Maintenance to join their Asset Management and Housing Services division on a permanent basis. This is an excellent opportunity for an experienced commercial professional to lead on the financial and contractual management of a large-scale, fast-paced housing repairs and maintenance portfolio.

Working within a high-performing Engineering and Compliance team, you will provide strategic commercial oversight across a range of responsive repairs, planned maintenance and refurbishment contracts, ensuring robust financial control, value for money and commercial transparency. The successful candidate will oversee a portfolio of contracts managing approximately 3,000 repairs per month, supporting the delivery of essential housing services to thousands of residents across one of London's largest local authorities.

You will provide commercial leadership across a broad portfolio of Repairs & Maintenance services, including:

  • Communal repairs, housing aids and adaptations
  • Responsive repairs across plumbing, domestic electrical, carpentry and general building works
  • Maintenance and minor refurbishment of communal areas
  • Above and below ground drainage repairs
  • Housing disrepair case management
  • Void property refurbishments and system replacements
  • Sheltered Housing Unit (SHU) and Tenant and Resident Association (TRA) properties
  • 24/7 emergency and critical response works

This is a high-profile role requiring strong commercial governance, excellent contractual knowledge and the ability to manage multiple live contracts within a demanding operational environment.

Reporting to the Head of Commercial & Contract Management, you will:

  • Act as the commercial lead across Repairs & Maintenance contracts, ensuring effective financial control and contract compliance
  • Review contract documentation and prepare annual and in-year budget forecasts
  • Manage monthly contractor valuations, ensuring they are accurate, auditable and aligned with contractual obligations
  • Verify provisional sums, quotations, partnering rates and technical compliance
  • Provide commercial oversight and budget management across Engineering, Compliance and Major Works programmes
  • Review quotations and contractor submissions to ensure value for money and contractual compliance
  • Monitor and report on financial risk exposure and mitigation strategies
  • Reconcile historic accounts and ensure timely and accurate contractor payments
  • Issue certificates, payment notices and pay less notices in accordance with contract requirements
  • Prepare pricing documentation and manage budgets of up to £12 million
  • Undertake value engineering exercises and identify opportunities for cost savings and efficiency improvements
  • Prepare tender reports, valuations, final accounts and commercial recommendations
  • Support leasehold consultation processes and provide commercial evidence where required
  • Manage and oversee the performance of consultants, suppliers and contractors
  • Conduct site visits to verify completed works and support valuation accuracy
  • Provide commercial advice to senior stakeholders and contribute to strategic asset management planning

To be considered for this opportunity, you will possess:

  • Significant Quantity Surveying experience within housing repairs, maintenance, asset management or property services
  • Strong commercial governance and contract management experience
  • Proven experience managing high-value, high-volume repairs and maintenance contracts
  • Excellent analytical, financial and negotiation skills
  • Experience preparing budgets, forecasts, valuations and final accounts
  • Strong knowledge of contract administration, financial controls and commercial reporting
  • Experience undertaking value engineering and managing commercial risk
  • The ability to manage multiple live contracts within a fast-paced environment
  • Excellent stakeholder management and communication skills
  • A collaborative and solutions-focused approach when working with operational teams, engineers and contractors
  • Previous experience working within social housing, local government or public sector property services environments would be highly advantageous.
