Our client, a forward‑thinking London Borough Council, is seeking an experienced Highways Clerk of Works to support the successful delivery of a wide-ranging Capital Projects programme across the borough. This is a site‑based role focused on the inspection, supervision, and delivery of highways, traffic management, public realm, and active travel infrastructure schemes, including cycle projects delivered in partnership with Transport for London.

We are specifically seeking candidates with strong experience in highways and streetworks project delivery within a local authority or highways environment. Candidates from building, housing, or vertical construction backgrounds without highways experience will not be considered.

Working within the Capital Projects team and reporting to the Lead Engineer – Project Delivery, you will oversee and monitor live construction activities across highways and traffic schemes to ensure works are delivered safely, compliantly, and to specification. You will act as the Council's on‑site representative, ensuring contractors, subcontractors, and external stakeholders comply with all contractual, legislative, safety, and quality requirements.

  • Utility and streetworks coordination

Key Responsibilities

  • Supervise highways and traffic construction works on‑site
  • Conduct daily inspections and surveys in live traffic environments
  • Ensure compliance with drawings, specifications, Street‑smart Design Guide standards, and Project Engineer instructions
  • Monitor workmanship, materials, safety, environmental compliance, and quality standards
  • Oversee traffic management arrangements and road signage compliance
  • Ensure compliance with: Highways Act 1980, NRSWA 1991, Traffic Management Act, CDM Regulations 2015, Health & Safety legislation
  • Liaise with contractors, developers, utility companies, and internal departments
  • Produce detailed inspection reports, progress updates, snagging lists, and photographic records
  • Monitor project progress against programme and budget
  • Assist Project Engineers with change management, compensation events, and issue resolution
  • Attend substantial and final completion inspections
  • Verify completed works for payment purposes
  • Ensure projects are delivered safely, efficiently, and to agreed standards

Candidate Requirements

Essential

  • Proven experience as a Highways Clerk of Works, Highways Inspector, Site Supervisor, or similar highways delivery role
  • Strong experience inspecting and supervising highway and streetworks projects
  • Experience within a London Borough or local authority highways environment
  • Knowledge of highways construction standards, traffic management, public realm and active travel infrastructure, streetworks legislation and compliance
  • Ability to manage contractors and stakeholders effectively
  • Strong reporting and communication skills
  • Experience working in live traffic environments

Desirable

  • NRSWA qualification
  • SMSTS / SSSTS
  • Highways or Civil Engineering background
  • Experience working on TfL‑funded schemes
  • Knowledge of CAD drawings and traffic orders
