We are currently recruiting for an experienced Assistant Director – Building Standards to join a London Local Authority on an interim basis. This is a critical leadership position responsible for ensuring the Council fulfils its statutory obligations under the Building Regulations, Building Safety Act, Building Act and London Building Acts.
As the most senior professional lead within Building Standards, you will provide strategic leadership across Building Control, Building Safety, Structural Safety and Fire Safety functions. You will play a key role in supporting major development projects, maintaining public safety, driving service performance and ensuring compliance with an evolving regulatory landscape. This role is required pending permanent recruitment and will be instrumental in supporting several significant development schemes within the borough.
Key Responsibilities- Lead and manage the Building Standards and Building Control service.
- Ensure delivery of all statutory duties under the Building Regulations, Building Act, London Building Acts and Building Safety Act.
- Act as the Council's senior professional adviser on building safety matters.
- Provide strategic leadership on structural safety, fire safety, accessibility and carbon reduction within buildings.
- Manage dangerous structures and oversee the provision of a 24/7 emergency response service.
- Lead on Temporary Structure Licensing and Party Wall matters, acting as the Council's Appointing Officer where required.
- Support and oversee Building Safety Levy collection and associated compliance activities.
- Provide technical leadership on complex and high-risk developments.
- Advise on planning applications, major regeneration schemes and Building Safety Gateway submissions.
- Lead workforce planning, capability development and professional registration programmes for Building Inspectors.
- Manage service budgets, income generation targets and commercial performance.
- Represent the Council at senior stakeholder meetings, industry forums and professional bodies.
- Develop effective partnerships with regulators, developers, consultants, contractors and neighbouring authorities.
- Deputise for the Director of Public Protection when required.
- Registered Building Inspector (RBI) Level 3.
- Registered Building Inspector Manager (Level 4).
- Degree-qualified in a relevant discipline.
- Professional membership or qualification such as: RICS MICE MIStructE or equivalent relevant professional qualification.
- Extensive senior leadership experience within Building Control, Building Standards or Building Safety.
- Strong working knowledge of: Building Regulations, Building Safety Act, Building Act, London Building Acts, Party Wall legislation, Safety of Sports Grounds legislation.
- Significant experience managing dangerous structures, contractor performance and complex regulatory matters.
- Experience leading multidisciplinary professional teams.
- Proven ability to manage high-profile and complex development projects.
- Strong stakeholder management and political awareness within a local authority environment.
- Experience operating within a London Borough.
- Shared service leadership experience.
- Experience delivering organisational change and service transformation.
- Commercial and income-generation experience within a Building Control service.
