Manchester City Council is seeking a passionate, resilient, and values-driven Personal Advisor to join its Leaving Care Service, supporting young people aged 16-25 as they transition into independent adulthood. This is a rewarding frontline role where you will make a genuine, lasting difference to the lives of care-experienced young people across Manchester.
About the Service
The Leaving Care Service provides a statutory offer to young people who are, or have been, looked after by Manchester City Council. The service is committed to ensuring young people:
- Are prepared and supported to live independently
- Access education, employment and training

As a Personal Advisor, you will be central to helping young people build safe, positive, and fulfilling futures.
The Role
Reporting to a Team Manager/Leader, you will manage a caseload of care-experienced young people, building trusted relationships and delivering high-quality, outcome-focused support in line with statutory duties. You will embody the Our Manchester behaviours, working collaboratively with partners while advocating for young people's rights, voices, and aspirations.
Key Responsibilities
- Manage a caseload and maintain accurate, timely statutory records
- Complete Pathway Plan Assessments, reviews and ongoing assessments
- Support young people postā21 who wish to return to education or training
- Ensure young people's views and wishes are central to planning and decisionāmaking
- Provide practical, flexible support to promote successful transitions to adulthood
- Coordinate services and encourage engagement with statutory and voluntary agencies
- Identify, supervise and monitor packages of support in the community
- Support young people with financial entitlements and budgeting skills
- Assist young people to access and sustain appropriate accommodation
- Work in partnership to deliver holistic, joinedāup support
- Promote independence while identifying and reducing risk and vulnerability

Skills & Experience
- Strong interpersonal, communication and analytical skills

- Confident with IT systems, recording and reporting
- Experience working with vulnerable young people or similar client groups
- Sound understanding of safeguarding and professional boundaries
Essential Requirements
- Willingness to apply for and consent to an enhanced DBS
- Full UK driving licence and access to a vehicle daily
- Strong understanding of relevant legislation including: Children Act 1989 & 2004, Children (Leaving Care) Act 2000, Children and Families Act 2014, Working Together 2014, Safeguarding, Domestic Abuse awareness
- Ability to work flexibly between 08:00 ā 20:00, Monday to Friday
