Contract: Temporary Service Care Solutions are currently recruiting for an experienced Senior Waste Operations & Contracts Management Officer to support the operational management of a busy waste service.

This is a varied, hands-on management role requiring regular travel between Household Waste Recycling Centres (HWRCs), Waste Transfer Stations (WTSs), and County Hall.

There may also be some opportunity to work from home where operationally appropriate.

This is an excellent opportunity for an experienced waste operations professional with strong leadership, compliance and contract management experience to play a key role in delivering safe, efficient and compliant waste services.

The Role

Reporting into senior management, you will oversee the day-to-day management of operational teams across multiple waste facilities, ensuring services are delivered safely, efficiently and in full compliance with environmental legislation and council procedures.

The position involves managing operational staff including supervisors, operations officers and site operatives while supporting continuous service improvement across all waste sites.

Key Responsibilities

  • Manage the day-to-day operations across Household Waste Recycling Centres and Waste Transfer Stations.
  • Lead, supervise and support operational staff including supervisors, officers and site operatives.
  • Coordinate recruitment, induction, training and development programmes.
  • Carry out performance management, investigations and Annual Performance Reviews (APR) in line with Council policies.
  • Develop, coordinate and deliver operational training, toolbox talks and safety briefings.
  • Draft, review and enforce Safe Systems of Work and Risk Assessments across all operational sites.
  • Monitor compliance with Environmental Permits and Waste Duty of Care legislation.
  • Ensure waste transfer documentation and waste movement records are accurate and compliant.
  • Develop, monitor and improve Quality Management System (QMS) procedures.
  • Manage stock levels of PPE, uniforms, fuel and operational consumables.
  • Investigate and resolve customer enquiries and complaints both face-to-face and via telephone or email.
  • Regularly visit operational sites to monitor standards, compliance and performance.
  • Promote a positive health and safety culture across all waste operations.

Essential Requirements

  • Previous experience managing waste operations, particularly within Household Waste Recycling Centres (HWRCs) and Waste Transfer Stations (WTSs).
  • Experience in contract management within the waste management industry or a similar operational environment.
  • Experience supervising and managing operational teams.
  • Experience delivering training programmes, toolbox talks and operational briefings.
  • Strong understanding of waste legislation, environmental compliance and operational procedures.
  • Excellent IT skills including Microsoft Office and Microsoft Excel.
  • Strong communication and interpersonal skills.
  • Good numeracy and literacy skills.
  • Excellent customer service and complaint handling experience.
  • Full UK Driving License (up to 3.5 tonnes).
  • Access to your own vehicle with business use insurance.

Desirable

  • Certificate of Technical Competence (COTC) with evidence of continued competence.
  • Additional Information
  • PPE will be provided.
  • Some uniform requirements apply, including the potential use of a Body Worn Camera (BWC) for field-based duties where appropriate.
  • Occasional weekend working may be required depending on operational needs.
  • This is primarily a field-based role with travel between multiple operational sites.
