Senior Street Lighting Engineer Location: Greater London (Hybrid Working) Pay Rate: £27.56 per hour PAYE | £36.25 per hour Umbrella Contract: Temporary

Our client, a well-established Greater London Local Authority, is seeking an experienced Senior Street Lighting Engineer to join their Highways team on an interim basis.

This is an excellent opportunity for a technically strong highways professional to lead the delivery of street lighting maintenance, capital improvement schemes and asset management programmes across the borough.

Working within a busy highways service, you will play a key role in ensuring the safe, efficient and compliant operation of the authority's street lighting infrastructure while managing contractors, supporting strategic projects and driving service improvements.

Key Responsibilities

  • Lead the day‑to‑day management of the borough's street lighting service, including reactive, planned and cyclical maintenance programmes.
  • Manage and monitor the performance of external contractors, ensuring contractual KPIs, quality standards and statutory requirements are consistently achieved.
  • Deliver capital investment programmes including LED replacement schemes, energy reduction initiatives and asset renewal projects.
  • Maintain and develop the street lighting asset inventory, ensuring accurate reporting to support investment planning, carbon reduction and energy management.
  • Provide technical advice on lighting design, British Standards, electrical compliance and highways infrastructure.
  • Review and approve lighting proposals associated with Section 38 and Section 278 developments, ensuring adoptable assets meet council specifications.
  • Liaise with developers, utility companies, UK Power Networks, consultants and internal stakeholders to coordinate infrastructure works.
  • Support the delivery of EV charging infrastructure and emerging smart city technologies attached to street lighting assets.
  • Prepare technical reports, project cost estimates, specifications and contract documentation.
  • Respond to member, resident and stakeholder enquiries, complaints and insurance claims relating to street lighting assets.
  • Carry out site inspections, including occasional evening inspections and emergency response duties where required.
  • Mentor junior engineers and provide technical leadership across the service.

To be successful in this role, you will demonstrate

  • Extensive experience delivering street lighting or urban lighting engineering services within a local authority or similar public sector environment.
  • Strong technical knowledge of street lighting design, maintenance and asset management.
  • Experience managing highways maintenance contractors and NEC-style service delivery.
  • Knowledge of current legislation and industry standards including BS5489, BS EN13201, IET Wiring Regulations, CDM Regulations, NRSWA and G39.
  • Experience working with UK Power Networks, DNOs and Independent Connection Providers.
  • Strong project management, stakeholder engagement and contract management skills.
  • Experience using highways asset management systems such as Symology, GIS or similar software.
  • Excellent written and verbal communication skills with the ability to produce technical reports and present information to a wide range of stakeholders.

Essential Requirements

  • Degree in Civil Engineering, Electrical Engineering or a related engineering discipline, or equivalent relevant experience.
  • Significant experience within highways or street lighting engineering.
  • Full UK Driving Licence.
  • Ability to attend the office in Greater London a minimum of two days per week.

Desirable

  • Membership of a relevant professional institution (ICE, IET, ILP or equivalent).
  • Experience delivering LED replacement programmes and energy efficiency projects.
  • Knowledge of EV charging infrastructure and smart city technologies.
