Our client, a leading London Local Authority, is seeking an experienced Senior Quantity Surveyor specialising in Mechanical & Engineering services to join their property and housing division on a permanent basis. This is a rare opportunity to take ownership of the commercial management of some of the authority's largest and most complex mechanical services contracts, with annual contract values exceeding £20 million. The successful candidate will play a critical role in ensuring the delivery of safe, compliant and resilient heating, water hygiene and energy management services to thousands of residents across the borough.
Key Responsibilities
- Commercial responsibility for a portfolio of major contracts including Heating & Water Contract A (£7.9m), Heating & Water Contract B (£7.4m), District Heating Improvement Programmes (circa £8m) and Building Energy Management Systems (circa £100k).
- Ensure safe, compliant and resilient delivery of heating, water hygiene and energy management services.
- Lead commercial management across all heating and water contracts, ensuring value for money, compliance and financial control.
- Review contract documentation and support procurement and tendering of district heating schemes.
- Prepare budget forecasts and monthly financial reports.
- Undertake monthly valuations, including verification of Prime Cost sums.
- Review dayworks, manual orders and Schedule of Rates compliance.
- Monitor Planned Preventative Maintenance (PPM) expenditure.
- Conduct post‑inspection reviews and adjust contractor valuations where appropriate.
- Reconcile historic accounts and maintain robust audit‑ready documentation.
- Issue valuation reports, certificates and pay‑less notices in accordance with contractual timescales.
- Challenge valuations, variations and commercial submissions through effective negotiation.
- Provide forensic quantity surveying support where required.
- Support workforce development and social value initiatives.
Qualifications & Experience
- Significant Quantity Surveying experience within mechanical services, district heating or complex M&E environments.
- Proven experience managing high‑value, multi‑contract portfolios.
- Strong commercial and contractual knowledge.
- Experience managing structured monthly valuation cycles.
- Excellent analytical skills and exceptional attention to detail.
- Confidence in challenging valuations, variations and contractor submissions.
- Strong financial reporting, forecasting and record‑management capabilities.
- Excellent stakeholder management and communication skills.
- Ability to work collaboratively with engineers, technical specialists and contractors.
