Interim Waste Services Improvement & Operational Resilience Consultant – Rugby, 6‑month interim contract. 37 hours per week.

Hourly pay £28.50 PAYE (excluding holiday pay) or £35.87 per hour with umbrella service.

This temporary consultancy supports Rugby Borough Council’s Waste Services team as part of a key improvement programme.

Role Overview

Work closely with the Assistant Director – Operations & Traded Services and the existing management team to lead operational improvement initiatives, strengthen operational resilience, and embed sustainable ways of working across the service.

Provide temporary operational management support during periods of annual leave, sickness absence or exceptional operational demand to ensure business continuity.

Key Responsibilities

  • Support the delivery of the Waste Services Transformation Programme.
  • Review existing operational practices and implement improvements to service delivery, governance and efficiency.
  • Develop and embed Standard Operating Procedures (SOPs), management processes and operational controls.
  • Improve operational performance, customer service and service consistency.
  • Support the implementation of Health & Safety improvements and safe systems of work.
  • Coach, mentor and develop operational managers and supervisors.
  • Review and enhance induction, training and competency processes.
  • Produce service improvement plans, performance reports and management information.
  • Work collaboratively with HR, Health & Safety, Fleet, Procurement, Finance and Legal teams.
  • Provide temporary operational management cover during periods of sickness absence or exceptional operational demand.
  • Support mobilisation of new services, legislative changes and operational improvement projects.

Essential Requirements

  • Extensive experience working within Waste Services or a similar frontline operational environment.
  • Proven experience delivering operational improvement and organisational change.
  • Strong knowledge of waste operations, compliance and Health & Safety legislation.
  • Experience developing operational procedures, governance frameworks and management systems.
  • Excellent leadership, coaching and stakeholder management skills.
  • Strong analytical, communication and problem‑solving abilities.
  • Ability to operate strategically whilst maintaining a hands‑on approach to operational management.

Desirable Skills & Experience

  • Local Government experience.
  • CIWM qualification or equivalent.
  • Lean, Continuous Improvement or Programme Management experience.
  • Health & Safety management experience.

This is a temporary consultancy assignment established to support Rugby Borough Council’s Waste Services Improvement Programme.

While temporary operational management support may be required during periods of annual leave, sickness absence or exceptional operational pressures, responsibility for statutory functions, budgets, contracts and overall operational management remains with Rugby Borough Council’s permanent management team.
