Intelligence Analyst

Overview

The Analyst provides expertise through the development and use of analytical products to assist decision making at a strategic, tactical and operational level.

They deliver insights and value to the organisation in understanding threat, risks and vulnerabilities identified through intelligence and investigations.

Responsibilities

• Conduct analysis at a strategic, tactical and/or operational level, identify/apply appropriate analytical tools and techniques to interpret gaps, patterns and trends; assess threat, risk and harm; and make recommendations to support decision making, prioritisation and resource allocation.
• Assist in developing intelligence collection plans and communicate these effectively to operational officers, senior leaders, the Force Executive Team, other police forces and external partners.
• Identify and assess tactical and strategic priorities for the Force using Mo RILE.
• Develop and maintain knowledge of current intelligence, crime trends and patterns relevant to the Force.
• Advise upon and recommend likely targets or pathways of resolution from analysis to senior officers.
• Contribute to governance to tackle crime and vulnerability threats across the organisation; provide advice and interpret policies, legislation and practice to internal customers; and deliver complex evidential analysis and professional witness testimony to support prosecution where appropriate.
• Maintain awareness of innovation in intelligence and analysis to implement the latest techniques, products, best practice and information relevant to the role; direct and guide research completed by others.
• Engagement
• Prepare briefing notes and deliver clear presentations, ensuring the medium used is suitable for the audience.
• Engage with key stakeholders to establish and interpret requirements and ensure stakeholder needs are met.
• Liaise with staff across the Force and with other agencies to obtain and disseminate information; actively participate in meetings.
• Interpret and work with investigators to retrieve and shape complex information/data from crime scenes for inclusion in analysis and reports.
• Provide specialist guidance to influence decision making of the Force Executive Team, senior investigating officers, intelligence managers and intelligence officers regarding crime, community tensions and operations when required.
• Compliance
• Prepare National Intelligence Model products in accordance with Analysis Authorised Professional Practice guidance from the College of Policing.
• Prepare evidence for court and give evidence in support of crime investigations.
• Perform regular data quality checks (e. g., dip samples) and evaluate information and associated risk (e. g., reference to National Intelligence Record where applicable).
• Maintain a high level of integrity when handling Secret information, following GPMS and other guidance for handling and storing data; adhere to relevant legislation and guidance.
• Ensure health and safety requirements are observed and duties are performed with a duty of care.
• Change Management & Delivery
• Be able to switch between tactical, operational and strategic roles to fulfil the analytical needs of the organisation.
• Monitor & Evaluate
• Provide detailed analysis to support organisational understanding of crime and vulnerability threats.
• Produce horizon and environmental scanning products through proactive scanning and subsequent analysis.
• Communicate findings, inferences and hypotheses effectively.
• Deliver comprehensive analytical products that interpret intelligence and guide proactive acquisition of further intelligence and evidence.
• General
• College of Policing Intelligence Professionalisation Programme (IPP) qualification to be completed within 12 months of appointment, with ongoing IPP compliance.
• Undertake required training and comply with health and safety requirements.
• Undertake other duties commensurate with the role.
• Specific Competencies
• Knowledge & Experience
• Degree level in a relevant subject or equivalent qualification/experience; or equivalent environment experience.
• Experience collating, evaluating, structuring and processing data to identify patterns and discrepancies across information types.
• Ability to use software packages to chart and prepare analytical data.
• Experience working with, interpreting and simplifying complex data sets.
• Highly competent in Microsoft Office with advanced Excel skills.
• Understanding of National Intelligence Model (NIM) requirements.
• Understanding of and ability to apply relevant legislation (e. g., ECHR, RIPA, Data Protection).
• Experience working in a team and on own initiative; effective planning and organisation.
• Desirable: Experience as an Intelligence Analyst within a law enforcement agency; knowledge of current crime threat trends and policing issues.
• Experience using databases to input and extract data; use of statistical and risk models.
• Experience with analytical tools such as i BASE, i2, GIS and other databases.
• Understanding of the distinctions between analysis, policy and decision-making.

• Hours of Work and Flexibility

You will work on a shift pattern that may include early mornings, late evenings and weekends.

Core hours are on an agreed shift pattern; variations may be required.

There may be travel to other locations within the Force area and temporary relocation may be necessary.

Be prepared to travel across the Region and, due to lone-working safety considerations, public transport may not always be available or suitable.
