We are working with a Local Authority based in the East of Englandto recruit a Cyclical Maintenance Lead to take responsibility for the delivery of routine and cyclical highway maintenance programmes across a network of over 3,000km. This role focuses on either surfacing and lining, drainage and winter maintenance, or green infrastructure.
You will manage a team of officers, ensuring the safe, timely, and cost-effective delivery of works while maximising asset lifespan. This is a leadership role that involves programme management, contractor liaison, and performance monitoring.

Responsibilities

  • Line manage a team of highway maintenance officers, providing training and performance oversight
  • Develop and deliver cyclical maintenance programmes in line with Council policy and asset needs
  • Ensure works are completed on time, safely, and to the required quality
  • Liaise with contractors and supply chain partners to troubleshoot delivery issues
  • Conduct site inspections and spot checks for quality assurance
  • Maintain accurate documentation for inspections and legal claims defence
  • Collaborate with internal teams, elected members, and community stakeholders
  • Identify gaps in maintenance regimes and develop appropriate responses
  • Support a Net Zero organisational commitment by 2030

Requirements

  • Degree in Civil Engineering, Highways, or Construction – or equivalent experience
  • Proven experience in highways or construction sector
  • Strong knowledge of highways legislation (Highways Act 1980, NRSWA 1991)
  • Excellent communication, leadership, and programme management skills
  • Confident using MS Word, Excel, and Teams
  • Professional membership (ICE, IHE, CIHT) desirable
  • Streetworks Supervisor certification desirable
