Job Purpose

The Finance Business Partner Team (Economy) is an exciting and newly established group of passionate individuals working together to maximise the impact of our funding. We collaborate closely with policy teams to monitor performance against budgets, plan future funding requirements, and work with investors and external funders to develop innovative funding solutions that help us achieve our mission as a Combined Authority.

Key Responsibilities:

1. Financial Planning and Modelling: Lead on the financial evaluation of options for implementing Directorate plans to best achieve desired outcomes. Provide financial advice to Directorate, including resource allocation and aligning short to medium term objectives within available resources. Support the Senior Finance Business Partner with financial modelling of funding and investment options for the Combined Authority.
2. Financial Reporting and Analysis: Monitor and provide insight and advice on the financial performance of a complex portfolio of funding programmes. Lead the monthly management accounts, annual budgeting, and quarterly forecasting process for relevant Directorates, ensuring clear links to the business planning process.
3. Work with the Directors and their key staff to ensure the Directorates programmes are resourced and implemented cost-effectively.
4. Support the Senior Finance Business Partner in providing expertise and advice on the current and future financial and economic environment.
5. Lead on the preparation of accurate and meaningful Directorate management accounts, including both capital and revenue forecasts.
6. Lead on the preparation of Directorate annual budgets and work with budget holders to ensure a robust and deliverable budget.
7. Oversee the budget management of revenue and capital plans, providing constructive challenge and support to Directorates.
8. Support the SFBP in providing appropriate challenge and scrutiny of the Directorate financial position during the year.
9. Ensure high standards of governance and financial control within the Directorate.
