A vacancy has arisen for a WO or FS People Specialist to serve as WO/FS Workforce Requirements (WR) Establishments at RAF High Wycombe on Full Time Reserve Service (Limited Commitment) Terms and Conditions of Service (TCoS), with an initial proposed start date of 14 September 2026 or earlier/later depending on individuals' circumstances.
Responsibilities:
- General:
- Assist SO2 WR Establishments with support to Hd SWP&R with the task of recovering workforce balance by 2030.
- Management of the WR Establishment Change Request (ECR) review process to deliver assurance and endorsement of existing RAF Reg and Reserve WR.
- Providing advice and guidance to Air TLB 2* AORs on the management of their existing AIR WR.
- Identifying and challenging inconsistencies to existing AIR WR to ensure the most efficient use of existing WR across all TLBs.
- Control and review of Temporary No to WR posts: ‘at risk’, AE / STPL, surplus and med / geo posts.
- Role Specific:
- Facilitate the new ECR monthly review board for ECRs that require validation.
- Be the overarching authority of all 2* Business Sponsors Establishment Authorisors, ensuring all business areas maintain the same standards for ECR generation and submission.
- Provide direction, guidance and training as required for all 2* Business Sponsors Establishment Authorisors.
- Assist SO2 WR Establishments with authorisation of creation, amendment, and deletion of AIR’s Regular and Reserve RAF WR. Management of all in-year establishment change requests that are not like-for-like changes, undertaking the necessary analysis and adjudication via the Workforce Arbitration Tribunal.
- Build and maintain close links with 2* AORs, CM incl STANEVAL, Bus Fin team and Air RP staffs to ensure all aspects bearing on Regular RAF WR are considered.
- Build and maintain close links with GSS Reserves (2Gp), HQ Reserves and Reserves Directorate to ensure all aspects of PTVR and FTRS / ADC / VeRR workforce changes are supported. Monitoring the establishment, scrutinising change requests, educating stakeholders and providing D+G and Data to support decision making.
- Provide advice and guidance to AIR HLBs and Force HQ on the management of existing AIR WR.
- WO/FS responsible for tracking all in year requests to change the RAF's establishment, challenging inconsistencies to drive down unauthorised practice, and removal of expired JPANs.
- Develop and Improve WR Establishments reports and products using automation and power BI.
- Attend working groups and meetings as required, to provide establishment advice and rigour.
- Provision of workforce requirement data and advice to support sponsors / stakeholders at all levels seeking to generate in-year establishment changes.
- Assist SO2 WR Establishments in the management of RAF posts in FLCs, including being the POC to FLC establishment teams when required.
- Assist SO2 WR Establishments in reviewing and providing AIR endorsement of Tri-Service Workforce Request Forms.
- Deputise for SO2 WR Establishments by acting as focal point for establishment activity.
