Project Sponsor for allocated major infrastructure change projects within the Defence Estates Optimisation Programme.

  • Task 1: Working to the lead SO1, sponsor infrastructure projects, supporting P3M activity managing the needs of SRO, user and delivery agent.
  • Task 2: End-to-end management of projects in an infra change programme to deliver capability outputs, programme benefits and an improved lived experience.
  • Task 3: X-DLOD coherence; integrate stakeholders such as Regional Delivery, HoE, capability owners, site users, and local authorities.
  • Task 4: Empowered D B&I representative at programme boards and on project steering/working groups.
  • Task 5: Deliver high quality and timely staff products and verbal briefings in support of design, approvals, assurance and decisions.
  • Task 6: SRO's lead representative in integrated infra project teams in commercial and financial decision making on infra change projects.
  • Task 7: Deliver programme, project and personal improvement through leadership, management and development, and through proactively sharing and adopting LfE.
  • Task 8: Contribute to Defence, Army and Directorate development by application of experience, leadership, critical thinking, and communication skills.

This role does not require infra of Cap&Acq background although either would be an advantage and there is an opportunity to develop P3M skills and qualifications in post. One of 12 Project Sponsor SO2s in the DEO(Army) programme, this post currently covers projects in [region] but allocation of projects can be managed dynamically in response to job holder preferences and programme demands.

The post requires a highly competent and energetic DE/LE Officer; able to demonstrate credibility and judgement as the SRO's representative; able to operate in high workload/high tempo project and programme environment. Requires the ability to understand and influence across DLoDs, integrating into a mixed military/civilian/contractor team. Requires strong understanding across the full breadth of Army capabilities, highly credible generalist skills and experience, and first-hand experience of how the Army operates at unit level.

This role will heavily influence the Army lived experience for a generation to come. Must be able to build strong cooperative networks, and influence broadly. Leads engagement on infra change projects into the Army at Unit level, and into DIO at project level; stakeholder engagement often extends into local authorities/mayors, political and community levels. Is part of a military/civil servant team, bringing military experience and judgement to the development of future infrastructure. Briefs regularly to 1*, occasionally 2*.

Must be able to succeed in an environment of unremitting cost and time pressure; multiple competing stakeholder agendas; and unrelenting change. Must organise and prioritise effectively as part of a wider team. Must be able to conceive and deliver logical, fluent, convincing and accurate written work and plans, and drive them through delivery.
