A vacancy will arise for a WING COMMANDER (Any Profession) to serve as Qatar Programmes Manager at Coningsby on Volunteer ex-Regular Reserve Terms and Conditions of Service (TCoS), with an initial proposed start date of 01 August 2026 (or earlier, subject to candidate status). Potential candidates are to be aware this is a hybrid position and will be discussed at interview. The post holder will be expected to travel to MOD Main Building minimum 2 full days a week and other MOD sites as required.
The postholder will provide critical leadership and project oversight, ensuring compliance, coherence, definition, and delivery across UK MOD, industry, and international partners. Key responsibilities will be:
- Apply project delivery disciplines to ensure effective governance, stakeholder management, supplier management, risk (& opportunity) management, issue management & resolution, continuous improvement and reporting across the Qatar Typhoon and Hawk Projects.
- Support the SRO and Programme Director in delivery of artefacts on behalf of UKG to Qatar air force as detailed in the signed Govt to Govt agreements.
- Support the delivery of UK industry capability projects and cross industry alignment.
- Co-ordinate engineering support activities between DE&S, No. 1 Group, No. 22 Group, industry, and the QEAF to ensure Military Aviation Authority compliance.
- Manage infrastructure dependencies, working closely with DIO to align maintenance and infrastructure improvements with operational needs.
- Oversee assigned QEAF student liaison staff activities, led by the Customer Liaison Lead, to ensure support provided exceeds customer welfare, onboarding, and offboarding expectations.
- Maintain effective senior-level engagement with the QEAF through the local Senior National Representative and UK MOD stakeholders.
- Support the definition of future partnership operations and capability development. Drafting future key G2G documentation to underpin the continuation of Qatar / RAF partnership.
- Provide regular reports, briefs and proposals to senior RAF/MOD and Qatari stakeholders across Station, MOD Main Building, and QEAF.
- Line management of programme team members as allocated.
The post holder will be expected to travel to MOD Main Building and other MOD sites as required.
