FOR WORKFORCE PROFESSION MANAGEMENT ROLE ANALYSIS (RA) – TRAINING REQUIREMENT AUTHORITY (TRA) COHERENCE HEAD. Director Personnel and Training (Dir P&T) directs and develops the organisation for Branch Sustainability for the RN, RM, RFA and Maritime Reserves to meet the workforce requirements of the Service in peace, crisis or war in accordance with authorised priorities. Working for Workforce Professions Management Head (WFPM Hd), the Role Analysis (RA) team contributes by articulating the Service requirement for individual training of workforce and assure that proposed training solutions fully consider the endorsed requirements.

Purposes

  • Primary Purpose: The Post Holder is to:
    • Lead the RA team, ensuring that they are tasked appropriately based on their individual experience, workload and capacity.
    • Scrutinise proposed projects and tasking requests to ensure that they fall within the remit of Role Analysis, support Training Requirements Authority (TRA) stakeholder responsibilities or support wider RN projects as prioritised by WFPM Hd.
    • Direct the consistent output and standards of all WFPM RAs.
    • Conduct Role Analysis leading to the production of, or amendment of, a Role Performance Statement (Role PS) IAW WFPM Role Analysis Quality Management System (WFPM RA QMS).
  • Secondary Purposes: The Post Holder is responsible for:
    • Providing advice and guidance to TRAs on their responsibilities regarding Training Requirements, and Defence Systems Approach to Training (DSAT) documentation.
    • Managing and directing the quality and mapping checks of the Selbourne produced Formal Training Statements (FTSs) against their source Role PSs.
    • Providing structured induction into the RA team for new joiners, nominating mentors as required.
    • Providing quality assurance of Role PSs within the WFPT RA team IAW WFPM RA QMS.
    • Generating job adverts and participating in the recruitment of workforce for FTRS positions.
    • Leading the maintenance and review of internal documents, processes and records used by the WFPM RAs.

Providing advice and guidance on the DSAT to WFPM TRAs, regarding their responsibilities. Acting as First Reporting Officer (1RO) to WO1 RAs, Second Reporting Officer (2RO) to CPO and CSgt RAs. Acting as Divisional Officer to all RAs.

Management

WFPM RA – TRA Coherence Head (Hd) is directly accountable to WFPM TRA Gen SO1 for:

  • Management and leadership of the RA Team.
  • Effective prioritisation of projects and tasking, elevating significant resource conflicts.

WFPM RA – TRA Coherence Hd is functionally accountable to WFPM TRAs for:

  • Production and review of training requirements in accordance with agreed workplans and timings.
  • Distribution of taskings related to production or maintenance of the Role PS and subsequent mapping of the training solution.

Reporting

1RO is WFPM Gen TRA SO1 and 2RO is WFPM Hd.

Authority

In the conduct of their primary and secondary purposes, WFPM RA – TRA Coherence Hd is authorised to lead and manage all RAs, to liaise directly with MoD departments, NCHQ, RN and Defence Training Establishments, associated Service and civilian organisations during routine business, as defined by these Terms of Reference.
