Primary Purpose: The primary purpose of SO2 Pers is to oversee N1 activity for the Maritime Reserves and ensure that personnel and administrative processes for the MR align, where applicable, with Royal Navy regulations and procedures.

Secondary Purposes:

  • To act as the Officer in Charge (OiC) of the four Regional Support Units (RSU) – Scotland and Northern Ireland, Northern England, Eastern England and Wales and Western England.
  • To provide advice to Command, Units, Specialisations and CMR HQ on all N1 matters.
  • To be the N1 lead in support of the CMR Assurance and Learning Team (CALT).
  • To review and develop processes, in conjunction with SO1 RNR/RMR, to enhance personnel administration across the MR.
  • Act as Secretary to the CoE Waiver Board.
  • Develop and implement N1 functions relating to pay, uniform, allowances, and charges in conjunction with DBS/Single Service leads.
  • Oversee the training and development of RSU staff.

ACCOUNTABILITY: SO2 Pers is accountable to SO1 Policy.

AUTHORITY: SO2 Pers is authorised to:

  • Consult directly with MOD authorities including equivalent desks in Air/Land and UKStratCom, SO1/2 Desk Specialists and outside Agencies on N1/J1 matters.
  • Consult directly with Unit COs, Ops Officers, SMs and Specialisation SO1/SO2s to achieve Primary and Secondary purposes.

ORGANISATION: SO2 Pers is the 1RO / Line Manager for:

  • SO3 Pers.
  • OIC RSU SNI (OF1/2).
  • OIC RSU NE (OF1/2).
  • OIC RSU WWE (OF1/2).
  • OIC RSU EE (OF1/2).

SO2 Pers is the 2RO/Countersigning Officer for:

  • 4 x RSU POWtrs.
  • 3 x RSU POSCs.
  • 1 x RSU LSC.

PRINCIPAL TASKS: The SO2 Pers principal tasks are:

  • To act as the OiC for the four Regional Support Units (RSUs).
  • To provide N1 (pay, discipline, administration) and N4 (logistics) advice to Command, Units, Specialisations and CMR HQ.
  • To be the N1 lead in support of the CMR Assurance and Learning Team (CALT).
  • To oversee the Monthly Disciplinary Report for DACOS MR Finance & Personnel (FP).
  • To act as Command Legal Adviser for COMMARRES, when required.
  • To act as Line Manager/Divisional Officer to staff.
  • To act as the Secretary to the CoE Waiver Boards.
  • To be the sponsor for the MOUs between the RSUs and: MR Units, Naval Regional Commanders (NRC), and the University Royal Navy Units (URNU).
  • To act as the HMS EXCELLENT Duty Commanding Officer (DCO), as required.
