Maritime Domain Awareness (MDA) is the effective understanding of anything associated with the Maritime Domain that could impact the security, safety, economy or environment of the UK and its overseas territories and dependencies. RN MDA Operations are underpinned by the UKMTO Operations Centre (UKMTO OC) and Navy Digital Operations Centre (NDOC). UKMTO OC delivers information services, supporting UK global maritime security interests and acting as the 24/7/365 hub connecting diverse stakeholders concerned with MDA. NDOC uses non-traditional digital data collection, exploitation and dissemination to support COMOPS’ global operational requirements 24/7/365.

MDA ILOs (International Liaison Officers) are embedded in regional Maritime Security information fusion centres with the primary purpose to deliver liaison and support within the fusion centres towards UK-based interests, including FCDO and MOD Maritime Security Objectives. The Maritime Reserves deliver NCAGS (Naval Cooperation and Guidance to Shipping) and AWNIS (Allied Worldwide Navigational Information System) SQEP to NATO MTO Ops planning and exercise.

PURPOSES

NAVY DIGITAL-SO2 NDOC is the primary point of contact between the Royal Navy and the NDOC managed capabilities, principally responsible for coordination of data and data services in support of Defence, COMOPS, deployed maritime commands, RN and RFA Units and as part of a UK contribution to NATO, EU and other coalition or multi-national commands.

ACCOUNTABILITY

NAVY DIGITAL-SO2 NDOC is accountable to Dir MDA Programme through SO1 MDA OPS.

AUTHORITY

NAVY DIGITAL-SO2 NDOC is authorised to:

  • Liaise with all RN and MOD authorities, NATO/Allied Commanders, Other Government Departments and Civilian organisations to achieve their purposes.
  • Communicate on behalf of Dir MDA Programme in discharging their responsibilities.

TASKS AND RESPONSIBILITIES

The post holder is to carry out the following tasks:

  • As the Crown Representative, on behalf of the RN MDAP, deliver prioritised NDOC activities in support of Defence, RN and Other Government Department (OGD) maritime operations delivering enhanced tactical situational awareness, contributing to and disseminating the assured RMP to users across Defence and wider stakeholders across government.
  • Provide operational MDA advice to COMOPS, UKMCC and other UK Government maritime security stakeholders in support of planning and operations.
  • Act as the local focal point for RFIs for NDOC products working collaboratively with the global RMP manager.
  • Maintain and promote close liaison with UKMTO and JMSC to provide direct support to their UK maritime security missions.
  • Maintain and enhance operational relationships with overseas MDA communities of interest in line with MOD and FCDO strategic objectives; primarily in support of NATO and ATLANTIC BASTION.
  • Generate and deliver pre-deployment briefings for all RN and RNR personnel deploying to provide MDA capability support to operations and planning.
  • Other duties as required by SO1 MDA OPS.
