Unit Role: DIO Regional Delivery Overseas and Training Region (OS&Trg) provides a range of infrastructure and training support functions across the UK and overseas. The organisation is Head of Establishment (HoE) for the UK Defence Training Estate, providing direct training support to UK Armed Forces and wider MOD, in addition to supporting Cadets, other Government Departments and foreign armed forces. OS&Trg is responsible for the provision of a Defence Training Estate that is of the right size and standard against the endorsed need, fit for purpose, safe, well managed, sustainable and sensitive to social and environmental considerations. DIO UK DTE SE is to deliver & develop a safe and sustainable training environment in order to support the endorsed training requirements of Defence.
Position Role: The SHEF Officer is responsible to the DTE SE HoE for the management of SHEF within DTE SE. The key deliverables are H&S with a focus on the ‘Big 7’ of legionella, asbestos, fuel and gas, electricity, fire and DSEAR and the Force Health Protection programme within DTE SE, for which the HoE has delegated responsibility. The SHEF Officer will work closely with Industry Partner (IP), contractors and external stakeholders such as regulatory auditors. The SHEF Officer will support the Regional Assurance and Performance Manager (APM) and Logistic Support Officers (LSO) as required. Location of work is flexible across the South East, Longmoor, Aldershot/Pirbright and or CPTA (Lydd and Hythe).
Responsibilities:
- Demonstrate a personal commitment to the DIO Guiding Principles.
- Support others in delivery of departmental goals by providing SHEF advice as required.
- Manage compliance within Regional Standing Orders and National Legislations.
- Lead on all external Regulatory Force Health Protection Audits within region.
- DTE SE lead for Health & Safety on behalf of HoE.
- Management of the 4C Processes in DTE SE.
- Provide advice on the production of Risk Assessments.
- Lead on all COSHH-related activities for DTE SE and support the IP as required.
- Assist the DComd on accident and incident investigation within DTE SE.
- Advise on Hazardous Area Registers and provide support to the site Appointed Person and IP.
- Lead on the Force Health Protection (FHP) within DTE SE including updating action plans.
- Support HoE in managing the Environmental Management System.
- Appointed Person for all first-aid related issues within DTE SE.
- HoE lead for H&S Meetings.
- Lead on the review and update of all DTE SE SHEF-related policies.
- Identify SHEF trends and report any required improvements.
- DTE SE lead for Fire Safety on behalf of HoE supporting the APM and site EFFPs.
- DTE SE lead on behalf of the HoE working with the APM and LSO on asbestos, legionella, fuel and gas, electricity and DSEAR management.
- Support the APM with Management Action Plans in collaboration with IP and DTE SE site leads. Monitor remedial and corrective actions.
- Other Tasks as directed by HoE.
