Lead a Digital Function Military Workforce Study - Lead a wide-ranging workforce review of the Digital Function’s global military staff and stakeholders.

  1. Map the workforce landscape. Who is doing digital work, where, under what governance, and in support of which outcomes.
  2. Assess integration and alignment. How well the workforce collaborates across geography, organisations, and functions, and how clearly it is aligned to priorities.
  3. Identify key constraints. Review to consider structural, policy, cultural, technological, and workforce factors that inhibit effectiveness.
  4. Identify opportunities. Review to propose practical opportunities to improve coherence, focus, and impact within realistic Defence constraints.
  5. Present options. Clear, prioritised choices for senior Defence leaders, with benefits, risks, and implications articulated.

Outputs

  1. A concise written report outlining:
    • Workforce landscape
    • Constraints and root causes
    • Opportunities and strategic options (including the design of a suitable database / tool/battle-rhythm, governance event(s)…)
  2. A senior‑level briefing pack to support leadership discussion and decision‑making.
  3. Supporting annexes as required (e.g. workforce maps).
  4. Opportunities and strategic options (including the proposed design of suitable mechanisms to ensure that change endures).
