Organisation
The Engineering Support Group (ESG) Petty Officer Engineering Technician posts sit within the COMSUBFLOT organisation and are directly accountable to I/C ESG for their Primary and Secondary purposes. CDR L is the head of the SUBFLOT WLSG Department, which includes the ESG.
COMSUBFLOT is accountable to COMOPS as the Force Generation Authority (FGA) for all SSBNs in Fleet Time and is accountable to Dir FGen as the FGen Authority for all SSNs in Fleet Time. COMSUBFLOT is the Administration Authority for all SUBFLOT personnel including the crews based in Barrow-in-Furness and those supporting submarines in Upkeep and Disposal Phase 1 in HMNB DEVONPORT.
As the scheduling authority for all submarines within the force generation cycle, he is responsible for the timely generation of safe and capable Force Elements at Readiness (FE@R) and Force Elements at Sustainability (FE@S) in accordance with the requirements of the Defence Plan, RN Command Plan, the SSOP and the FOS. COMSUBFLOT is the Delivery Duty Holder (DDH) for all Fleet Time submarines in accordance with DSA02 and is responsible to the SDH (through the ODH) for ensuring that all Risk to Life (RtL) with his Area of Responsibility (AoR) is Tolerable and ALARP.
More specifically, the DDH is required to provide assurance of the effective implementation of the ODH’s overarching Safety and Environmental Management System (SEMS). COMSUBFLOT engineering staff are also responsible for maintaining oversight of engineering standards and safety, to seek appropriate delivery of the Naval Base services to SUBFLOT units and to provide guidance and advice to Engineer Officers in sea-going appointments. In conducting these tasks, SUBFLOT staff also provide assurance to the DDH (and the ODH) that submarines are being maintained and operated in accordance with DSA-02.
Job Description
Primary Purpose
The postholder’s primary output is to undertake Engineering maintenance and repair tasks on submarines whilst deployed, during maintenance and defect rectification periods at HMNB Clyde as directed by the ESG I/C or 2 I/C, ensuring Engineering standards are maintained and Health, Safety, Environmental and Quality requirements are adhered to at all times.
Secondary Purposes
- Lead a team of technicians from the ESG to undertake specified maintenance and repair tasks on submarines, employing the same level of SQEP as a Category B qualified nuclear watchkeeper or Ship Systems maintainer with SQEP to ensure additional workload on ship’s staff is minimised.
- Provide advice and support to ESG line management and ship’s staff on submarine electrical technical issues as directed by ESG I/C or 2 I/C.
- Uphold and comply with all HMNB Clyde policies and carry out personal and professional training through mandatory core and functional competency-based learning.
- Work on submarines conducting maintenance and defect rectification at HMNB Clyde as directed by ESG I/C or 2 I/C.
- Assist ESG I/C or 2 I/C as required.
- Carry out General Naval Duties as agreed by ESG I/C.
