ROYAL NAVY HEADQUARTERS SCOTLAND & NORTHERN IRELAND – NAVAL REGIONAL ENGAGEMENT OFFICER

BACKGROUND

The Royal Navy Headquarters for Scotland & Northern Ireland (RNHQSNI) is responsible to the Directorate Strategy and Policy (DSP) for all Naval Service Activity in the region. RNHQSNI engages the public via a combination of resilience (support to Local Authorities in time of need) and outreach, which is community-based engagement including contact with affiliates, schools, youth organisations, employers, Local Authorities and by organising/participating in regional events e.g., ship visits, ceremonial, commemorations, civic events, employer engagement, Armed Forces Covenant activity and engagement with prominent individuals in civil society.

The NREO1 is the RNHQSNI HQ regional staff officer who is responsible for the planning and coordination of regional outreach activities. They also take joint responsibility with NREO2 for planning and project management of major regional outreach events, engagement activities and Commemorations liaising with both Army and RAF regional forces. In addition to generic Outreach activity, they also support Maritime Reserve outreach and recruiting events and act as the RN continuity lead for employer engagement events, supporting the MR SO1 (Employer Engagement). The NREO1 will be required to balance their time and responsibilities between the Regional HQ, the on the ground management of events around the region and in their support to outreach and Employer Engagement across the Region.

ROLE DESCRIPTION & SPECIFIC RESPONSIBILITIES

PRIMARY PURPOSE

To identify, research, plan and develop regional outreach and engagement activities, to assist with bespoke outreach events and to assist regional MR units where appropriate in their recruiting event programme and employer engagement events to ensure coherence across the outreach strands specified in these TORs thereby helping to ensure a coherent regional outreach plan.

SECONDARY PURPOSE

To act as the RNHQSNI liaison to CFS in Scotland, icw with the NLO to ensure varied and successful visit programmes. To act as the RNHQSNI Liaison Officer to the Scottish Maritime Cluster and to organise ship tours/visits for the SMC in order to strengthen Royal Navy ties with the cluster and wider Maritime Enterprise in Scotland. To deputise for the NRC at various engagement events to ensure Naval representation and promote a Tri-Service presence. To be a standing member of the RNHQSNI HQ Resilience staff in times of peak Resilience activity in the region. To support the RNHQSNI NLO/DNLO during periods of peak of ship visits e.g. JW Exercises.

PRINCIPAL TASKS

  • Identify, research, plan, and coordinate regional outreach activities to ensure a full range of activities are exploited.
  • Working with SO1 MES, co-ordinate engagement within the maritime sector.
  • In liaison with the Area Recruiting Officer support regional recruiting opportunities.
  • Ensure coherence across all the outreach strands for which responsible and in doing so act as secretary at the Regional Coordination Group.
  • Contribute to the NRC’s integrated rolling programme of regional outreach events and ensure all appropriate outreach events are reflected in the Master Engagement List (MEL).

SECONDARY TASKS

  • Contribute to the development of a strategy within RNHQSNI HQ for outreach activities across Scotland and Northern Ireland identifying future outreach events which align with RN strategy and assist CNR recruiting targets.
  • Act as a member of the Regional HQ’s initial response team to Resilience operations.
  • Respond to other tasking as appropriate by RNHQSNI COS or NRC.

AUTHORITY AND COMMITTEES

The NREO1 is authorised to:

  • For delivery of regional outreach, maintain direct liaison with the appropriate stakeholders and with other NREOs both within and outside their Regional Area. This includes appropriate Regional HQ staff for regional activities such as ship visits and other similar events.
  • For regional recruiting outreach activities, support and maintain direct liaison with the Area Recruiting Officer (ARO) and Corps Col Dept to assist in the delivery of regional recruiting activity.
  • Exercise authority over the HQ MOV Driver for the employment of the Regional Mobile Outreach Vehicles to support as required all Outreach and Recruiting activity within the region.
  • To fulfil the primary purpose NREO1 is authorised to establish and maintain direct liaison at the appropriate level with: Education, employment and other civil authorities, All groupings of the Naval Service including HM Ships and Establishments, Appropriate RNHQ Staff to exploit events such as Ship visits, Army and RAF staffs within his/her region for Tri Service outreach activities, The 3 services Cadet Organisations, Combined Cadet Forces and University Officer Training Organisations, DDC Scotland staff, Regional outreach and recruiting staff, CRF Headquarters, particularly for matters of governance, CRF Finance officers in NCHQ, for any budgetary matters including Official Hospitality and working functions.
