Subject to formal establishment, a vacancy will arise for an OR9-OF2 to serve as SO3 OME at Warminster on FTRS (Limited Commitment) Terms and Conditions of Service (TCoS) with an initial proposed start date of 01 Apr 26 for 3 years.

Unit Function: DIO OS&Trg provides direct training support across the UK and overseas estate to CSOC Permanent Joint Headquarters, the Front-Line Commands, Director Special Forces, Cadets, and Other Government Departments to enable users to deploy on current operations, meet readiness standards, and prepare for contingent operations. OS&Trg is responsible for the provision of a Training Estate that is of the right size and standard against the endorsed need, fit for purpose, safe, well managed, sustainable, and sensitive to social and environmental considerations.

Position Role: SO3 OME's responsibilities are to assist SO1 Trg Safety in assuring the delivery of a safe and secure training estate. The role is focused on the management and assurance of safe place land-based training. The secondary role is oversight of the OME management regime on OS&Trg estate facilities. Training assurance includes ensuring compliance with the Management and Control of Ranges and Training Areas (MCRT) regime for all Defence ranges in accordance with Part 3 DCOP (The Handbook of Defence Land Ranges Safety) and the management of Ordnance Munitions and Explosives (OME) on the training estate in accordance with Part 2 DCOP - MOD Explosives Regulations, all on behalf of the Defence Safety Authority (DSA). These responsibilities include the provision of the Design Authority and oversight of the continuing improvement and development of MCRT in order to meet the evolving needs of customers and users.

Responsibilities:

  • Assure and ensure Safe Place in accordance with JSP 375 Pt.2 Vol 1 Chapter 40 (Military Training for Land Systems) across the defence estate for all land-based ranges and Academic Air Weapon Ranges.
  • Provide direct guidance/advice to all RAU staff on the practical application of MOD training safety policy related to UXO referring to JSPs 364 and 850.
  • Ensure all OME storage facilities on the DTE are managed in accordance with DSA03 OME Part 2 and JSP 440.
  • Ensure the training and development of DIO personnel involved in the management of DIO's licensed explosive facilities and further ensure that any DIO-appointed contractors involved in the sp of Explosive Safety Representatives (ESR) duties are correctly trained to perform their duties and kept abreast of OME regulation developments.
  • OS&Trg lead for all accident investigations involving OME on the DTE safeguarding (review of proposed developments that may impact on training or OME storage), EOC activity, and OME safety training.
  • Assistant to the chair of the DIO OS&Trg Regional Assurance Board (RAB).
  • Member of the MOD Defence Land Ranges Safety Committee and Sub Committee, assistant to the chair of the subordinate Technical Working Group.
