From its HQ at RAF Syerston, 2 Flying Training School (2 FTS) manages the RAF Central Gliding School (CGS) and, currently, 9 Volunteer Gliding Squadrons (VGS) based across the UK, who in turn provide glider training to members of the RAF Air Cadets (RAFAC). The 2 FTS Air Safety Management Team (ASMT) provides assurance to Comdt 2 FTS, as the 2 FTS Aviation Duty Delivery Holder (ADDH), that Air Safety (AS) is being appropriately managed across their AOR. The Air Safety Manager plays a key part in the management of the ASMT.
As the ASM, you will lead the 2 FTS ASMT and will be responsible for providing advice and oversight on all matters of AS and maintaining the 2 FTS AS Management Plan (ASMP). The role also includes the oversight of 2 FTS RPAS Occurrence Management and Assurance, and the organisation and direction of the annual RAFAC National Air and Space Camp (NASC) Flying Display. The role responsibility includes the following:

Maintenance of a regulatory compliant ASMS within 2 FTS, describing the practices, processes and culture necessary to achieve this in a, routinely updated, 2 FTS ASMP, including:

  • Create a ‘safety vision’ for the organisation and the 2 FTS ASMT.
  • Promote an engaged AS culture across 2 FTS.
  • Coordination of routine AS Mtgs as directed by the ASMP.
  • Define Objectives and Targets based on ADH Priorities to measure the effectiveness of the 2 FTS ASMS.
  • Manage 2 FTS AS trg requirements, ensuring suitable SQEP in the ASMT and at VGS level.
  • Develop and maintain effective relationships with superior, peer and subordinate organisation ASMSs and personnel.
  • Oversee compliant ASMS-related document management process, including the effective retention, evaluation and feedback of information.
  • Coordinate the reporting of incidents, hazards and observations through recognised methods, eg DASOR.
  • Oversee the execution of OSIs and ORGs as they relate to 2 FTS occurrences.
  • Ensure the effective delivery of the ADH risk management strategy and process through oversight of the Air System’s Safety Case and utilisation of BT methodology.
  • Develop and implement a 2 FTS ASMS assurance strategy, including liaison with those agencies delivering 2 and 3PA activities.
  • Ensure coherence of 2 FTS ASMS with superior policy.
  • Develop and maintain an AS CI programme.
  • Develop and implement an AS promotion strategy, including an AS Award programme.
  • In conjunction with RAFAC, and in accordance with the associated regulations, design, organise and direct the NASC, a Tier 3 Flying Display.

Working as a key member of the 2 FTS executive team, and under the terms and conditions of FTRS(LC) service, you will be required to carry out those duties associated with a commissioned officer of your rank. Normal working hours will be Monday to Friday 0800 to 1700, although these hours may vary to meet specific needs and will include weekend engagements at specific VGS sites, therefore weekend working and overnight stays away from RAF Syerston, will be regularly required.
