Join Serco and Support Finance Transformation Across Citizen Services. At Serco, our Citizen Services business delivers essential services that support communities and improve everyday lives across the UK. From local government partnerships to frontline public services, we operate in complex, fast-paced environments where strong financial control and insightful reporting are critical to operational success.

As part of a wider Finance Transformation programme, Serco is building a UK-led Global Finance Services (GFS) Hub designed to deliver accurate, timely and well-controlled financial information while driving standardisation, efficiency and continuous improvement across the organisation. We are now looking for a Reporting & Transformation Controller to join the Citizen Services finance team on a 12-month fixed term contract. This is a key leadership role focused on strengthening reporting, enhancing financial control and supporting the ongoing transformation of Finance across a diverse and operationally driven business area.

The Role

As Reporting & Transformation Controller for Citizen Services, you will act as the critical link between the central Record-to-Report (R2R) processes within the GFS Hub and the operational and finance leadership teams across the business. You will be responsible for translating complex financial data into clear, accurate and commercially meaningful reporting across P&L, balance sheet and cashflow performance. Acting as a trusted partner to Finance Directors and Business Partners, you will provide assurance over the integrity of financial outputs and support confident, informed decision-making across a varied portfolio of contracts and services. Alongside core reporting responsibilities, you will play an important role in driving finance transformation initiatives — improving processes, embedding stronger controls and helping shape a more efficient and scalable finance operating model.

What You’ll Be Doing

  • Partner with Finance Directors and senior operational stakeholders across Citizen Services.
  • Own the delivery and integrity of business unit reporting across P&L, balance sheet and cashflow.
  • Lead month-end review and calibration activity, supporting Finance Director sign-off.
  • Investigate accounting entries, operational drivers and material variances to ensure Trial Balance integrity.
  • Support strong financial governance and control across a complex contract-led environment.
  • Build collaborative relationships across Finance, Operations and shared service teams.
  • Identify process inefficiencies and drive continuous improvement initiatives.
  • Act as the “voice of the business” within the GFS Hub, influencing reporting and process design.
  • Partner with Global Process Owners and Finance leadership to improve standardisation and reporting quality.
  • Support the development of insight-driven reporting packs and enhanced data accessibility.
  • Work closely with offshore teams to deliver efficient and scalable reporting solutions.

What You’ll Need

We are looking for a qualified finance professional who combines strong technical reporting capability with excellent stakeholder management and a passion for process improvement. You will:

  • Be a qualified accountant (ACA, ACCA, CIMA/ACMA or equivalent).
  • Have experience in financial reporting, controllership or finance transformation environments.
  • Be comfortable working with senior Finance and operational stakeholders.
  • Demonstrate a strong controls and governance mindset.
  • Have experience operating within complex, multi-contract or multi-entity organisations.
  • Be commercially minded, with the ability to interpret both financial and operational performance drivers.
  • Have strong analytical skills and confidence challenging and investigating financial outputs.
  • Thrive in changing environments with evolving processes and priorities.
  • Be able to balance operational delivery with strategic improvement initiatives.
  • Demonstrate excellent communication, influencing and relationship-building skills.

Experience within public services, outsourcing, local government or similarly operational environments would be advantageous.

Why Join Serco?

This is an opportunity to play a key role in a high-profile Finance Transformation programme within a business that delivers essential public services across the UK. You’ll gain valuable exposure to large-scale operational finance, transformation activity and senior stakeholders while contributing to the development of a modern, best-in-class finance function.

What We Offer

  • Company car/£4200 cash alternative.
  • Private healthcare.
  • 10% on target bonus.

  • Pension – 6%.
  • Chance to contribute to innovation in the public services.
  • A company passionate about diversity and inclusion.
  • Serco discounts which include cinema, merlin entertainment and online shopping discounts, and discounts on mobile phone plans and leisure centre memberships.
  • A range of benefits to support the health and wellbeing of you and your family such as Employee Assistance Programme, Simply Health Cash Plans, and more.
