Serco have an exciting opportunity for a Resilience Capability Lead to join the team on a hybrid basis at our site located in Easingwold, York. This post will be responsible for leading the design, development, and delivery of education products within a specified business area, in support of the wider UK Resilience Academy (UKRA) education strategy. This role will focus on the development and delivery of high quality, relevant and innovative content as the foundation of existing and future education products and services, as part of the wider resilience offering.
The Resilience Capability Lead will be responsible for managing and delivering programmes and projects to required standards, within agreed timescales and budget, working closely with the Operations Manager, Digital Design Manager, Associates and Training Coordinators.
Main Accountabilities
- To work collaboratively with the UKRA Senior Leadership Team (SLT) to support the delivery of strategic priorities.
- Development and implementation of the resilience capability area business plan.
- To lead the design and development of new products and services using a wide range of learning techniques and technologies that support the UKRA vision.
- To ensure the business plan is delivered in accordance with UKRA and Serco Management System policies and processes.
- To identify resilience capability related risks and trends and ensure they are communicated appropriately to enhance the UKRA's profile and reputation.
- To work effectively with the Operations Manager, Digital Design Manager, Associates and Training Coordinators to ensure the delivery of relevant, current, innovative and sector leading and high-quality content.
- To manage and deliver programmes and projects to required standards, within agreed timescales and budget.
- To provide regular reporting and analysis on the performance of the resilience capability area business plan.
- To lead on quality assurance activities that ensure that the business area assessment and assurance process extend the quality and currency of UKRA products and services.
- To lead on activities that ensure business area related lessons identified through external reports, studies, and real-life incidents are communicated effectively and reflected in content in a timely manner.
- To maximise the use of resilience and learning related technology to enhance the UKRA's products and services.
What you’ll need to do the role
- Degree level education [post-graduate level preferred] in a UKRA relevant discipline, or comparable sector experience.
- Training and adult education qualification.
- Knowledge and experience working at a senior level in a dynamic, complex multi-stakeholder environment.
- Knowledge and understanding of UK civil protection legislation, resilience capabilities including national and international standards, policies, and guidance.
- Excellent verbal and written communication skills with the ability to train and facilitate learning at a high level, and with confidence.
- An ability to understand the business area's current and future requirements.
- A track record of defining and delivering business plans to targets and milestones with sound financial management.
- Experience of developing and implementing training, consultancy and exercise design and delivery, for a diverse customer base.
- Ability and experience to build effective customer relationships and partnerships with stakeholders.
- Able to achieve SC clearance.
- Evidence of relevant, regular, and up to date CPD.
This role may require travel in the UK, and overseas.
We would be particularly interested in hearing from those with experience of undertaking people capability analysis, designing learning and development products, and delivering content and training scenarios in crisis and incident management to organisations with duties in UK resilience, including but not limited to:
- Tactical (Silver) and Strategic (Gold) roles
- Crisis and incident support and functional areas, including MAIC, Loggist, and Communications
- Competence assessment, course quality control and assurance
