Salary: £62,742 to £69,133 per annum, dependant on experience plus excellent benefits
Schedule: Full time, 24-month fixed term contract

Job Summary

As a Hard FM Project Manager at Darent Valley Hospital, you will lead the safe, compliant and effective delivery of technically complex Hard FM projects from early identification to handover. You will translate operational requirements and technical asset information into robust project documentation, specifications and delivery plans that support safe, resilient healthcare environments.

Responsibilities

  • Manage multiple Hard FM projects and small programmes, ensuring delivery within agreed budgets, timescales, quality standards and governance requirements.
  • Develop clear service user briefs, feasibility reports, business cases, project initiation documents and approval papers that support informed decision‑making.
  • Interpret mechanical, electrical and water systems information, including surveys, asset condition data, technical reports, drawings, compliance records and specialist recommendations.
  • Build detailed technical scopes, specifications, schedules of work and tender documentation that accurately define the required outcome, standards, constraints and acceptance criteria.
  • Ensure all projects are planned and delivered in accordance with CDM2015 legislation, including consideration of client duties, designer and contractor responsibilities, pre‑construction information, construction phase plans, RAMS and health and safety files.
  • Maintain robust project documentation, version control, approvals, decisions, change records and audit trails throughout the project lifecycle.
  • Co‑ordinate architects, consultants, engineers, ICT specialists, Authorised Persons, contractors and other professionals to ensure technical, operational and compliance requirements are met.
  • Oversee contractor submissions, qualifications, permits, RAMS, commissioning records and handover information, ensuring safe systems of work and appropriate evidence of compliance.
  • Manage stakeholder relationships with clinical and non‑clinical colleagues, customer representatives, contractors, suppliers and internal Serco teams.
  • Support commissioning, handover, training and post‑contract activities, ensuring completed works are accepted by user departments and internal support teams.
  • Prepare project reports, cost updates, risk information and programme updates for project boards, programme reviews and governance meetings.
  • Work collaboratively with Serco colleagues across Fire, Energy, ICT, Procurement, Health and Safety, Estates and operational teams to resolve issues and maintain project momentum.

Qualifications and Experience

  • Proven experience delivering Hard FM, estates, lifecycle or capital projects in a technically regulated environment, ideally within healthcare, hospitals, PFI/PPP or critical infrastructure.
  • Strong working knowledge of CDM2015 legislation and the ability to apply it practically across project planning, procurement, construction, commissioning and handover.
  • Experience producing and controlling project documentation including scopes, specifications, tender packs, approvals, reports, risk registers, change records, handover packs and audit evidence.
  • Ability to review, interpret and challenge technical information relating to mechanical systems, water safety and electrical infrastructure, drawing on specialist support where required.
  • Confidence in developing detailed technical specifications and scopes of work that are clear, commercially robust and suitable for procurement and contractor delivery.
  • Good understanding of statutory and non‑statutory compliance requirements relevant to Hard FM services, healthcare estates and safe project delivery.
  • Experience managing budgets, programmes, contractors, risks, stakeholders and contract administration activities.
  • Strong communication, planning and organisational skills, with the ability to engage confidently with technical specialists, operational teams and senior stakeholders.
  • Experience using CAFM systems, Microsoft Office tools and project reporting systems to maintain accurate records and support governance.
  • A relevant technical, construction, engineering, project management or facilities management qualification or equivalent experience supported by continued professional development.

Vetting and Checks

A Standard DBS check will be carried out for this position. This includes spent and unspent convictions, cautions, reprimands, and warnings as permitted under the Rehabilitation of Offenders Act. An Occupational Health Questionnaire will also be completed to ensure you have the necessary support to perform your duties.
