We are seeking a commercially driven FM Business Development Director to lead the strategic growth of Facilities Management (FM) within our Health Business Unit. This role has a clear emphasis on Hard FM and asset management, with responsibility for expanding into new market sectors across Central and Local Government, including areas such as education and emergency services. You will play a pivotal role in identifying, shaping, and securing major opportunities, while building a sustainable and high‑value pipeline.

Key Responsibilities

  • Lead market and sector analysis to identify priority areas for growth across new and emerging sectors.
  • Develop and execute strategic growth plans, aligned to Health BU and wider divisional objectives.
  • Build and manage senior customer relationships, creating strong engagement across government and public sector stakeholders.
  • Develop and maintain a qualified pipeline (short and long term), including Capture planning Framework identification and positioning.
  • Define and lead bid strategies (national and regional - hub & spoke models).
  • Lead major FM bids through governance to submission.
  • Conduct capability gap analysis across Hard and Soft FM (people, services, technology).
  • Collaborate with other Business Unit Development Directors to drive cross‑functional growth.
  • Operate at a senior leadership level: drive innovative and profitable growth across new sectors.
  • Build trusted, collaborative relationships internally and externally.
  • Translate strategy into tangible, deliverable outcomes.
  • Lead and influence teams to deliver sustained business performance.
  • Play a key role in a major transformation and growth agenda, shaping the future of FM within Serco's Health business, influencing strategy, winning significant contracts, and expanding into new and evolving markets.

Key Qualifications

  • Strong background in Hard FM and asset management, with solid understanding of Soft FM services.
  • Proven track record of winning and delivering FM contracts (£5M-£100M+ TCV), with credibility grounded in delivery.
  • Demonstrable success in building and managing high‑value growth pipelines (£250M+ exit pipeline).
  • Ability to build deep customer intimacy, establishing trusted, long‑term relationships with senior stakeholders.
  • A confident, credible and impactful communicator, able to influence and challenge at all levels.
  • Strong commercial and financial acumen, translating insight into winning strategies and propositions.
  • Experience leading complex bids and strategic growth initiatives in demanding environments.
  • Resilient, adaptable and comfortable operating at pace in ambiguous, evolving markets.
