Build the projects before they reach site. A specialist EPC and ICP contractor is looking to appoint an experienced Pre-Construction Engineer (Electrical) to support the delivery of grid-connected energy infrastructure projects across the UK. The business delivers Battery Energy Storage Systems (BESS), solar PV developments and associated HV infrastructure, designing, constructing, commissioning and energising critical electrical infrastructure connecting renewable energy projects to the grid. With multiple projects progressing across the UK, this is a key opportunity to join a growing business and strengthen its front-end delivery capability. This is not a traditional estimating role. You'll sit between engineering, commercial and operations, taking client requirements, technical specifications and design information and turning them into structured, commercially viable and buildable scopes of work. You'll take ownership of the electrical pre-construction process, helping to identify risks, eliminate scope gaps and ensure projects are set up correctly before they reach site.

The Role

Reporting directly into the senior leadership team, you'll be responsible for the technical due diligence behind tenders and pre-construction activities. You'll take projects from the initial review of client requirements through to tender submission and, once awarded, lead the technical handover into the delivery team.

Key Responsibilities

  • Tender Engineering
    • Review Employer's Requirements, technical specifications, drawings and grid connection documentation.
    • Identify compliance requirements, exclusions, assumptions and technical risks.
    • Produce compliance and deviation schedules.
    • Raise and manage technical queries throughout the tender process.
    • Develop electrical scopes covering HV, LV, protection, auxiliary systems, earthing, containment, cables and control systems.
    • Complete quantity take-offs and support cost build-ups.
    • Work closely with commercial teams to develop accurate and competitive pricing.
    • Support value engineering proposals and alternative technical solutions.
    • Ensure tender submissions are technically accurate and commercially deliverable.
  • Subcontract Package Development
    • Develop clear electrical scopes of work for subcontract enquiries.
    • Define testing and commissioning requirements.
    • Produce inspection and test plan requirements.
    • Define hold points, witness points and quality requirements.
    • Develop responsibility matrices covering supply, installation, testing and commissioning.
    • Identify interfaces between civil, electrical and commissioning activities.
    • Ensure subcontract enquiries are detailed and leave minimal room for interpretation.
    • Technically assess and normalise returned quotations to enable genuine like-for-like comparisons.
  • Project Handover
    • Lead technical handovers to delivery teams following contract award.
    • Transfer tender assumptions, qualifications and technical obligations.
    • Ensure Project Managers understand contractual requirements and key technical risks.
    • Support delivery teams where clarification is required around original tender assumptions.

About You

We're looking for someone with a strong electrical engineering background who understands both the technical and commercial sides of delivering power infrastructure projects. You may currently be working for an EPC contractor, ICP, utility contractor, substation contractor or renewable energy developer. Suitable backgrounds could include: Pre-Construction Engineer, Tender Engineer, Senior Tender Engineer, Bid Engineer, Electrical Estimator, Technical Bid Manager, Work Package Engineer, Electrical Design Engineer looking to move into a more commercial role.

Essential Requirements

  • Degree, HNC/HND or equivalent qualification in Electrical Engineering.
  • Minimum 5 years' experience within power, utilities, renewable energy, BESS, solar or HV infrastructure.
  • Strong understanding of HV and LV electrical systems.
  • Experience developing electrical scopes, subcontract packages or tender submissions.
  • Ability to interpret electrical drawings, specifications and protection philosophies.
  • Working knowledge of BS7671 and relevant UK power industry standards.
  • Understanding of NEC3/NEC4 contracts.
  • Strong commercial awareness.
  • Excellent communication and stakeholder management skills.

Desirable Experience

  • BESS and solar projects.
  • NERS, DNO, IDNO or National Grid-related projects.
  • G99 connections.
  • Chartered status or working towards professional registration.
  • Experience with estimating and quantity take-off software.
