Powys County Council is recruiting an Adult Services Transformation Programme Manager on a fixed-term contract until March 2028, based at County Hall, Llandrindod Wells.

The rate is £27.16–£35.58 per hour for 37 hours per week, starting 17 August 2026.

This is one of three programme manager posts leading the strategic transformation of Adult Services across Powys.

You will be responsible for coordinating and delivering a portfolio of change projects — covering business change, benefits realisation, and governance — ensuring deliverables are met within quality, time, and cost constraints.

You will act as the senior point of contact between the programme board, the service, and project management staff, and will lead stakeholder engagement internally and with partners including Powys Teaching Health Board and the third sector.

Essential requirements include demonstrable experience of managing complex programmes or projects of change, financial management and budget monitoring experience, a degree or equivalent qualification, and a recognised programme or project management qualification (e. g.

MSP or Agile) or equivalent experience.

Experience of social care is desirable but not essential.

The post is subject to a standard DBS check.

Welsh language skills are desirable.
