Powys County Council is recruiting an Adult Services Transformation Programme Manager on a fixed‑term basis until March2028, based at County Hall, Llandrindod Wells. Paying £27.16–£35.58 per hour for 37 hours per week, this is a senior programme management role leading strategic transformation across Adult Services within Social Services and Wellbeing.

Responsibilities

  • Coordinate delivery of a portfolio of transformation projects covering business change, benefits realisation, and service redesign.
  • Ensure deliverables are met within quality, time, and cost constraints.
  • Manage programme governance, budget, stakeholder engagement.
  • Secure resources through formal bid processes.
  • Act as senior contact between programme boards and project teams.
  • Report to the Director of Social Services and Wellbeing and work closely with Heads of Service, senior managers, Powys Teaching Health Board, and third‑sector partners.

Qualifications

  • Hold a recognised Programme or Project Management qualification (e.g. MSP, Agile) or equivalent experience.
  • Have a degree or equivalent.
  • Possess demonstrable experience of leading complex programmes of change in a public sector setting.
  • Experience of social care is desirable but not required.
  • Welsh language skills are desirable.
