The London Borough of Bexley is seeking an experienced SEN Finance Officer to join its Children’s Services Statutory Assessment Service, based at the Civic Offices, Bexleyheath, DA6 7AT. This is a temporary role paying £139.46–£183.40 per day via Prism, starting 13 July 2026.
This complex, high‑value finance role is responsible for actioning and monitoring spend exceeding £28m across special educational needs statements and Education, Health and Care Plans (EHCPs) for children and young people aged 0–25. It involves managing budget monitoring spreadsheets daily, reconciling budgets against the Council’s financial systems (FIS and Collaborative Planning), authorising invoices and BACS payments ranging from £50 to over £250k, and producing termly High Needs Funding Statements for mainstream, resourced provision, and special schools across Bexley and other LEAs.
Responsibilities
- Action and monitor spend exceeding £28m across SEN statements and EHCPs for children and young people aged 0–25.
- Maintain budget monitoring spreadsheets daily and reconcile budgets with Council financial systems (FIS and Collaborative Planning).
- Authorise invoices and BACS payments ranging from £50 to over £250k.
- Produce termly High Needs Funding Statements for mainstream, resourced provision, and special schools across Bexley and other LEAs.
- Build financial models and produce monthly budget reports.
- Liaise with approximately 200 education providers (independent schools, FE colleges, nurseries, and other LEAs), challenging incorrect charges.
- Process joint funding with health and social care partners and contribute to year‑end account closure.
- Support the development of ICT systems for financial processes and assist senior management with data analysis, benchmarking, and government reporting.
Qualifications
- Substantial experience in SEN or education finance.
- Strong understanding of High Needs Block funding and the SEN Code of Practice.
- Proficiency with financial systems and spreadsheet tools.
- Excellent communication skills for engaging with schools, NHS partners, and senior stakeholders.
