Job Description Job Title: Interim Capital Programme Accountant Type: Interim, Full Time Manchester (Hybrid Working) Interim Capital Programme Accountant opportunity for a progressive Local Authority in Greater Manchester on an initial 6-month assignment. Working closely with the senior management team the Interim Capital Programme Accountant will take a lead role in managing the Council's capital programme and treasury management activities. You will provide strategic financial advice, technical accounting expertise, and support the delivery of the Council's long-term financial strategy. Lead and coordinate the Council's capital programme, including planning, monitoring, and reporting Lead Treasury Management activities and ensure compliance with relevant legislation and best practice Provide technical accounting expertise across capital financing, asset accounting, and statutory reporting Lead capital programme planning as part of the Medium-Term Financial Strategy (MTFS) Oversee capital year-end closedown processes and support the production of the Statement of Accounts Ensure compliance with the CIPFA Prudential Code, Treasury Management Code, IFRS requirements, and audit standards Provide strategic financial advice and challenge to support informed decision-making Qualified accountant (CCAB/CIMA or equivalent) or qualified by significant experience Extensive Capital experience ideally in Local Authority or the NHS Strong knowledge of Capital Accounting, Treasury Management, and statutory reporting requirements Experience of leading capital programmes and capital financing activities Excellent understanding of CIPFA Codes, IFRS, and local authority accounting requirements Experience coordinating year-end processes and supporting external audits Hybrid working arrangements Opportunity to lead a high-profile Capital & Treasury portfolio Supportive and collaborative finance team Opportunity to make a lasting impact within a forward-thinking Local Authority This is an excellent opportunity for an experienced finance professional looking to take ownership of a broad Capital & Treasury portfolio within a progressive organisation, helping to shape investment decisions, ensure strong financial governance, and support long-term financial sustainability.
