Interim Capital Programme Accountant opportunity for a progressive Local Authority in Greater Manchester on an initial 6-month assignment. Working closely with the senior management team, the Interim Capital Programme Accountant will take a lead role in managing the Council's capital programme and treasury management activities. You will provide strategic financial advice, technical accounting expertise, and support the delivery of the Council's long-term financial strategy.
Key responsibilities of the role:
- Lead and coordinate the Council's capital programme, including planning, monitoring, and reporting
- Lead Treasury Management activities and ensure compliance with relevant legislation and best practice
- Provide technical accounting expertise across capital financing, asset accounting, and statutory reporting
- Lead capital programme planning as part of the Medium-Term Financial Strategy (MTFS)
- Oversee capital year-end closedown processes and support the production of the Statement of Accounts
- Ensure compliance with the CIPFA Prudential Code, Treasury Management Code, IFRS requirements, and audit standards
- Develop strong working relationships with senior managers, auditors, and external stakeholders
- Provide strategic financial advice and challenge to support informed decision-making
Essential experience:
- Qualified accountant (CCAB/CIMA or equivalent) or qualified by significant experience
- Extensive Capital experience ideally in Local Authority or the NHS
- Strong knowledge of Capital Accounting, Treasury Management, and statutory reporting requirements
- Experience of leading capital programmes and capital financing activities
- Excellent understanding of CIPFA Codes, IFRS, and local authority accounting requirements
- Experience coordinating year-end processes and supporting external audits
- Strong stakeholder management and communication skills
