Experienced assistant finance business partner expert sought for a public sector organisation based in London and the home counties, on an interim basis to assist the organisation through an exciting period of change to an area within the business. The candidate will have knowledge of the issues affecting Local Government finance and will have experience in all relevant management competencies. You will work closely with the Senior Finance Business Partner for HRA and Regeneration across the course of the contract.
The Assistant Finance Business Partner will be responsible to:
- Manage the provision of an effective financial service within a service department or resources department, whilst also contributing to the management of a service department or Resources department in accordance with the Business Plan, Scheme of Management and Financial Scheme of Delegation.
- Provide expert advice and support to the council/department, its committees, members, and senior management on all financial issues, and to respond to relevant government initiatives as appropriate.
- Assist in presenting sound financial information to council departments and other external partners as required.
- Support the implementation of, and compliance with, the council's overall regulatory framework and advise strategic directors and their senior management teams on changes within their departments.
- Support the integrity of financial information and the production of all relevant statutory accounts.
- Support the Senior Finance Business Partner in the effective delivery of financial and related services supplied to the council by a third party or by any in-house supplier and take appropriate action to improve the value for money obtained by the council from those suppliers.
- Ensure that sound financial management systems and procedures are in operation within their department or Resources department and that the management of the service is in line with the council's values and vision.
- Promote and implement the council's risk management strategy, as well as the council's corporate anti-fraud strategy, to protect the council's assets.
- Make an effective contribution to all relevant council initiatives aimed at continuous improvement and create appropriate targets or implement corporate targets to be met by the finance functions under their control.
Essential Skills for the Assistant Finance Business Partner role:
- Qualified Accountant (CA/ACCA/CIMA or equivalent) with some post qualification experience in a similar role with a similar level of responsibility (desirable) - PQ would also be acceptable.
- Recent Local Authority sector experience.
- Strong analytical and numerical skills; able to work carefully and methodically with attention to detail, but with commitment to deadlines.
- Pro-active and a self-starter who can take the initiative, come up with ideas and turn these into workable solutions.
- Strong communication skills (written and verbal).
- Ability to manage and prioritise workload whilst maintaining clear oversight of programme objectives.
- Experience in stakeholder management on complex/sensitive programmes and has credibility and impact with peers and leaders.
