To support and contribute to the successful delivery of the scope, schedule and cost against the work scope of an assigned sub category/portfolio/programme/project by ensuring the optimum provision of fit for purpose goods and services from the Supply Chain. The Site Operations Team category encompasses a diverse and critical portfolio including Maintenance, Repairs and Operations (MRO) commodities and services, as well as utilities, gases, and chemicals. As Senior Buyer, you will lead on a range of low/medium risk procurement activities as well as supporting the Category Manager/Procurement Lead in more complex areas, while working collaboratively with the Sourcing Delivery team to deliver fit-for-purpose solutions. The role also involves partnering across the wider NDA Group on a number of collaborative procurement activities, ensuring alignment and consistency of approach therefore you will be required to have a good/broad knowledge of procurement processes. The portfolio encompasses key strategic contracts that are fundamental to supporting operational delivery. As such, experience in supply chain and contract management is essential to develop and implement solutions that maximise value, drive performance, and support business objectives.

Principal Accountabilities

  • To establish, collate and conduct the initial analysis with regard to the forecast of demand requests, challenging demand requirements to ensure that the correct/compliant procurement route is used and assist in market research and engagement to ensure value for money sourcing is achieved.
  • To provide varying degrees of support to the management of sourcing, assessment, selection and award of contracts of low to medium value/complexity/risk dependent on grade including, to ensure value for money procurements are undertaken.
  • To support the production of/produce non-complex contract strategies, and ensure compliance with Commercial Directorate policies, procedures and governmental requirements so that commercial risks are identified and mitigated dependent on grade. With support, draft strategies for complex contracts of relatively high value and/or commercial risk, including relevant cost models.
  • Ensure activities undertaken comply with Commercial Directorate policies, procedures, legislative and governmental requirements so that commercial risks are identified and mitigated.
  • Ensure value added commercial and financial contract management techniques are used in the management of contracts through to contract close out, in order to drive performance and ensure that contract benefits are fully realised including both monetary savings and soft benefits.
  • Work collaboratively with internal stakeholders, customers and professional functions, providing external insight, commercial support advice and guidance and support the continued development and embedding of commercial awareness across the business.
  • To accurately develop/maintain procurement activity records, reports and data in a timely manner.
  • To provide professional advisory commercial support and guidance to internal customers, taking proactive steps to improve and embed commercial awareness across suppliers/clients/contractors to ensure wider business objectives are met.
  • Competent in the use of commercial systems and coach others in the use of.
  • To support and coach colleagues within the Directorate and business areas where applicable to ensure the transfer of knowledge and skills, therefore contributing to the development of a high performing culture and the delivery of the business, directorate and team objectives.

Qualifications

  • HND/Degree in Business Management, Procurement, Quantity Surveying, Supply Chain Management or relevant discipline OR demonstrable experience in lieu of this.
  • Experience working in procurement/supply covering a broad range of products and services.
  • Working knowledge of the Procurement Act 2023.
  • Membership of Chartered Institute of Purchase and Supply qualifications or other relevant equivalent professional qualification.
  • Understanding/application/working knowledge of relevant legislation and guidelines e.g. NEC 3 terms and conditions.
