The SIA is an executive non-departmental public body sponsored by the Home Office, set up in 2004 to regulate certain activities in the private security industry. Currently, we employ nearly 400 members of staff. We are operationally independent of government.
We are now preparing to take on new responsibilities as the regulator of Martyn’s Law - named after Martyn Hett, one of the 22 people who tragically died on 22 May 2017 in the terrorist attack on Manchester Arena. Martyn’s Law, introduced by the Terrorism (Protection of Premises) Act 2025, is intended to improve protective security and preparedness at premises and events across the UK.
The new Act will require premises in scope to be prepared to keep people safe in the event of an attack. Certain larger premises and events will also need to take steps to reduce their vulnerability to acts of terrorism.
Martyn’s Law is primarily a civil, regulatory regime. We will regulate supportively and proportionately but robustly. The SIA will have new guidance, investigatory and inspection functions and a range of new powers and sanctions. Our new Martyn’s Law functions will sit alongside and complement our existing responsibility for regulating the private security industry.

We’re looking for a Senior Manager to lead our Reporting & Development function, overseeing the delivery of high-quality intelligence reporting, development and triage that supports strategic decision-making and operational success. This is a pivotal leadership role where you’ll work closely with the Head of Intelligence (for Reporting & Development) to shape priorities, strengthen governance and ensure intelligence is translated into actionable insight.
You’ll lead and inspire two specialist teams, providing clear direction, coaching and professional development while fostering a culture of collaboration, innovation and continuous improvement. With responsibility for managing performance, quality standards and operational delivery, you’ll ensure intelligence products are accurate, timely and aligned to organisational priorities.
Working with senior leaders across the organisation, you’ll champion intelligence-led decision making by improving reporting, refining referral and tasking processes, and identifying opportunities to enhance the way intelligence is collected, analysed and shared. You’ll also build strong partnerships with law enforcement agencies, government departments and other external stakeholders to strengthen collaboration and maximise organisational impact.
We’re looking for someone with significant experience leading intelligence teams within a regulatory, law enforcement or public sector environment. You’ll bring a proven track record of developing people, improving processes and introducing innovative technologies or digital solutions that enhance operational performance. You’ll be confident working with data, dashboards and management information, using evidence to drive improvements and support strategic planning.
You’ll also have an excellent understanding of information governance and data protection legislation, alongside exceptional communication and influencing skills. Whether presenting complex intelligence to senior leaders or working collaboratively with operational teams and external partners, you’ll have the credibility and confidence to deliver positive outcomes.

Person specification
- Significant experience leading intelligence teams in a regulatory, law enforcement or public-sector environment.
- Proven experience setting direction, managing performance and attendance, coaching, and building capability and professional standards.
- Demonstrable experience introducing new technology, digital tools or workflow improvements in an intelligence or operational environment.
- Excellent relationship‑building, communication and influencing skills, with a track record of partnering with senior internal stakeholders and relevant external bodies to shape priorities and deliver outcomes.
- Strong understanding of information governance and data‑handling legislation (e.g., Data Protection Act, UK GDPR, FOIA, HRA) and proven ability to apply these in practice.
- Experience overseeing the design and delivery of dashboards/management information that inform strategic and operational decision‑making.
- Demonstrable experience establishing quality assurance processes to ensure the accuracy, consistency and integrity of intelligence reporting and development products.
- Strong organisational skills with the ability to plan, prioritise and coordinate competing workloads, meet deadlines and manage delivery through others in fast‑paced environments.
- Excellent written and verbal communication skills, including the ability to translate complex information into clear, concise reports, briefings and presentations tailored to different audiences.
- Good general IT literacy (e.g., Microsoft Office), and experience working with organisational data/reporting platforms or case/CRM systems at the level required to manage delivery and quality.
- Practical understanding of legislation governing the regulator’s statutory duties, powers and enforcement activity and regulatory products.
- IPP (Intelligence Professionalisation Programme) qualifications from the College of Policing.
- Practical knowledge of i2 intelligence software, including iBase, Analyst Notebook. Understanding and experience of building queries, collating and displaying information using these systems.
