Closing date: 15 December 2024 11:59pm Salary: £54,879- £58,455 Grade: 9 The Counter Terrorism Policing (CTP) network stretches across the UK. We work alongside our partners to find information and evidence to thwart terrorist planning and help bring perpetrators to justice. Based at our modern offices near to Birmingham International Airport, the West Midlands Counter Terrorism Unit (WMCTU) coordinates the regional counter terrorist response and provides specialist support to police forces in Staffordshire, Warwickshire, West Mercia and the West Midlands. The role will be Monday-Friday and is an agile role due to the need to work across several teams in differing locations and attend national, local meetings. The role As the ISO Quality and Compliance head, You will be reporting into the Head of Counter Terrorism Police WM, on the overall service level agreement alongside the performance of the QMS (e.g. results of quality audits, corrective actions) and the need for improvement, this role will enhance the stakeholder engagement and interdependent business links between Forensics, Investigation and Intelligence and implement new ways of working (technological innovation) that will ensure the continuous improvement in the contribution of forensic outcomes to detections and convictions. You will be the strategic lead for ISO Compliance and responsible for ensuring that CT Forensic Services operates with excellence by ensuring our legal obligations are met and provide assurance that we are compliant with all relevant legislation, policies and procedures; such as, General Data Protection Regulations, Protection of Freedoms Act and Disclosure and manage and test our Business Continuity plans. The role will also incorporate frequent engagement with the Home Office Forensic Science Regulators Office to evidence compliance to International Standards as well as co-ordinating quality management audits (ISO17025, 17020) and UKAS (United Kingdom Accreditation Services) external assessments across the functions of both traditional forensics and digital forensic specialist capabilities. This will involve working and liaising with external partners, internal staff and customers throughout the organisation to ensure that the QMS conforms to customer, internal, regulatory/legal requirement Responsibilities Strategic development, implementation, and continued service improvement of the Quality Management System, ensuring the system meets the needs of UKAS, the Forensic Science Regulator, GDPR and other statutory obligations. Identify deviations from the management system and initiate action to prevent or minimise such deviations. Point of contact for UKAS transactions and inspections. Oversight of staff training, competency and proficiency activities. Ensure that the Quality Management System reflects current work practices, both locally, nationally and in accordance to statutory requirements. Internal audit programme is effective and complied with and audits and process reviews are performed to technical and legislative requirements including annual scheduling, arranging staff auditor training. Calibration and maintenance of equipment is conducted to technical and legislative requirements, to include operational policing requirements. Investigations of non-conformances are proportionate and effective to ensure continued service improvement. Trend analysis, management, administration and evaluation of customer complaints and customer feedback, escalating where necessary. Maintenance of the QMS and work in collaboration with wider SLT, Quality and technical Managers to ensure the system reflects current work practices, both locally and nationally. To implement changes to legislation including amendments to relative internal and external documents to ensure the legal and ethical integrity of policies and procedures. To lead on continual improvement drive and be responsible for Management Review performance improvement meetings, identifying risk and opportunities and managing the departmental risk register. Skills and competencies Essential To have extensive knowledge and experience of all aspects of Quality Management Systems and implementing and maintaining an accredited ISO 17025 and or ISO 17020 level Quality System(s) and associated standards and guidelines i.e. Forensic Science Regulators – Codes of Practice and Conduct (CoPC). Experience of representing on local and National work groups and influence standards and training directives. Proven ability to lead a diverse team. Ability to prepare and/or inspect documents. Leadership ability to inspire people to meet challenging goals and give direction clearly. Leadership ability to create enthusiasm and commitment, giving genuine praise and highlighting success and recognising good performance. Ability to work under pressure and experience of ensuring that self and staff meet tight deadlines imposed by external authorities and on multiple projects. Excellent communication and presentation skills. Ability to communicate and influence at all levels, adapting the style of communication to meet the needs of the audience. Ability to manage on-going projects. Experience in communicating with Senior managers and outside agencies. To have knowledge in legal compliance with regards to the retention and disclosure of information impacting on policing and in particular forensics. Experience in how to effectively manage a departmental budget. A nationally recognised qualification in quality assurance/internal auditing. Ability to remain calm and controlled and maintain good performance within a mission critical service area. Able to develop and proactively manage relationships with police partners, key stakeholders and Home Office personnel. Must be prepared to proactively represent CTPWM on National work groups and influence standards. Ability to apply new Forensic innovations, Legislation or Forensic Science Regulatory requirements within the Forensic working environment and enact such recommendations. Demonstrate a flexible approach to work and a high level of self-motivation. Ability to exercise discretion and confidentiality. Ability to promote the department’s credibility and ensure a quality of service. Desirable Knowledge of the College of Policing Training Framework in relation to Forensics. Successfully completed ISO Internal Auditors Course. Successfully completed a recognised management course. Security Checks This role is subject to successful completion of Developed Vetting. You must be a citizen of one of the following countries to work for Counter Terrorism Policing West Midlands (CTPWM). The UK (including Northern Ireland), USA, Canada, Australia or New Zealand. If you hold dual nationality, with one of those being British, you may also be considered. For the purposes of safeguarding national security, applicants will be required to hold or acquire the appropriate national security vetting clearance as above, in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002).
