We are seeking an experienced and dynamic clinical leader to join our Integrated Care Division as Head of Service - Virtual Care. This is a senior leadership role responsible for the strategic and operational delivery of Virtual Care services across 999 and 111 Integrated Urgent and Emergency Care. The post holder will provide visible clinical leadership across Emergency Operations Centres, 111 Contact Centres, and virtual clinical services, ensuring the delivery of safe, effective, and high-quality patient care. Accountable for national performance standards, the role will lead the continued development of innovative Virtual Care models, including the Clinical Assessment Service (CAS). This is a pivotal opportunity to influence system-wide urgent and emergency care delivery, working collaboratively with internal teams, system partners, and stakeholders to improve patient outcomes and experience.

Main duties of the job

  • Provide senior clinical leadership for Virtual Care services across 999 and 111
  • Lead the delivery of national performance targets, including ARP and IUC standards
  • Act as the Trust's lead clinician and subject matter expert for Virtual Care
  • Drive the development and transformation of the Virtual Care model, including CAS
  • Ensure high standards of clinical governance, quality, safety, and audit
  • Lead and develop multidisciplinary teams, including Service Delivery Managers
  • Work with system partners to deliver integrated, patient-centred care pathways
  • Use data and insight to drive performance improvement and decision-making
  • Support workforce development, engagement, and a positive organisational culture

The Head of Service Virtual Care will operate across a complex and high-demand environment, providing strategic leadership for services delivering urgent and emergency care through both operational and virtual models. The role is responsible for ensuring that clinical services across 999 Emergency Operations Centres and 111 Integrated Urgent Care are safe, effective, and responsive, meeting national targets and regulatory requirements. This includes oversight of clinical triage, assessment, and decision-making supported by Clinical Decision Support Systems (CDSS). The post holder will lead the continued evolution of the Trusts Virtual Care model, ensuring that clinical workforce capability and deployment aligns to patient need, optimising outcomes and ensuring efficient use of resources. Working as part of the Divisional Management Team, the role will influence and shape strategic direction, whilst maintaining a strong focus on operational performance, quality improvement, and workforce leadership. The post holder will also play a key role in building strong relationships across the Integrated Care System, supporting the development of integrated pathways and services.

Person Specification

Qualifications

  • Registered healthcare professional with current professional registration
  • Educated to Master's level or equivalent experience in a senior clinical leadership role
  • Evidence of advanced clinical practice (or equivalent level of clinical expertise)
  • Formal qualification in leadership, organisational development, or service transformation.
  • Specialist training in urgent and emergency care systems or Clinical Decision Support Systems (e.g. NHS Pathways)

Experience

  • Extensive knowledge of urgent and emergency care systems, including 999 and 111 Integrated Urgent Care
  • In-depth understanding of clinical governance, patient safety, and regulatory frameworks (including CQC standards)
  • Knowledge of national policy, performance frameworks (e.g. ARP, IUC MDS), and NHS priorities
  • Understanding of financial management within the NHS
  • Knowledge of digital healthcare systems and virtual care models
