Commercial Manager – Transport
Bristol (with a mix of office and home-based working)

Within the Transport side of SEA you will be working closely with the project and delivery teams in order to delivery existing crown commercial, council and TFL contracts and frameworks. SEA’s contracts enable customers to support the demands of civil traffic enforcement using our intelligent traffic management systems and capture technology.
As a Commercial Manager, you will Provide effective commercial management and governance of SEA projects, bids and all commercial offerings for the business area working with Divisional Management, Bid and Project Managers.
You will Act as the primary point of contact with Customers and Subcontractors for all commercial matters relating to contracts and bids, whilst also Providing an independent oversight to ensure that the business secures commercial agreements that minimise risk, maximise financial outturn (profit and cashflow), optimise our wider commercial opportunities, and are compliant with relevant standards and legislation.

What you’ll be doing
- Negotiate and agree Customer Contracts and other relevant commercial documents
- Draft, negotiate and agree sub-contracts and major or complex procurement agreements
- Undertake commercial management of sub-contractors
- Consult external advisory bodies on specific matters of commercial best practice
- Negotiate and agree Collaboration Agreements (Non-Disclosure Agreements, Teaming Agreements, Royalty/ IP Licence Agreements)
- Monitor and report on monthly Order Intake and other commercial metrics for division
- Provide independent commercial advice to divisional management, project and bid managers
- Assess divisional commercial risks and develop plans to reduce risk and increase yield
- Maintain appropriate document registers i.e. Export Register, Intellectual Property Register, Contracts register
- Liaise with UK Export Authority on Export Compliance audits and follow up actions

The skills you need
- Be experienced in Local Government procurement in restricted environments
- Previous experience in transport/rail type environment
- Understanding of Crown Commercial Frameworks
- Experience working within the Public Sector
- Expert within Methods of contracting and T&C\’s
- Knowledge of pricing, terms and conditions and other contractual documentation.
- Experience in delivering commercial sales transactions, negotiation, bid preparation.
- Strong Negotiation Skills
- Strong interpersonal skills and ability to build strong business relationships with a wide range of Company and customer personnel.
- Previous line management experience
