Sea Global is delighted to be partnering with a leading organisation to recruit a Tender Procurement Manager into their growing procurement team. This is an exciting opportunity to join the business at a pivotal stage, with significant investment in procurement and a number of high-profile projects planned across the organisation. The successful candidate will play a key role in delivering complex, high-value regulated procurement activities while helping to shape and strengthen a modern procurement function.

We are looking to speak with experienced public sector procurement professionals who enjoy working in a dynamic environment, building strong stakeholder relationships, and delivering successful procurement outcomes across a diverse portfolio of projects and categories.

Role & Responsibilities
  • Lead complex and high-value procurement projects from initial development through to contract award.
  • Manage end-to-end tendering activities, ensuring compliance and best practice throughout the procurement lifecycle.
  • Develop and execute sourcing strategies that support organisational objectives and deliver value.
  • Provide expert guidance on procurement legislation, including the Procurement Act 2023 and Public Contracts Regulations 2015.
  • Negotiate commercial and contractual terms with suppliers, ensuring appropriate risk management and sustainable outcomes.
  • Build effective relationships with internal stakeholders and external suppliers, working collaboratively to deliver procurement objectives.
Experience & Requirements
  • Proven experience managing end-to-end procurement and tendering activities.
  • Strong knowledge of public sector procurement legislation, including PCR15 and PA23.
  • Demonstrable experience delivering above-threshold regulated procurements using the appropriate procurement procedures.
  • Ability to manage multiple projects and priorities simultaneously within a fast-paced environment.
  • Excellent stakeholder engagement and influencing skills.
  • CIPS qualified or actively working towards qualification (desirable but not essential).
