Sea Global is delighted to be partnering with one of the UK's leading non-profit organisations, supporting housing associations and local authorities nationwide.
An exciting opportunity has arisen for a Strategic Procurement Manager to join the Strategic Procurement team, reporting directly to the Head of Procurement. This role will play an important part in shaping and delivering long-term procurement strategies that support members across the housing and public sectors.
We are keen to speak with procurement professionals who have experience operating within public sector regulations and have an understanding of framework agreements and routes to market.
Role & Responsibilities
- Support the development and delivery of procurement strategies for new and replacement frameworks, long-term contracts, and Dynamic Market solutions.
- Coordinate and monitor project deliverables, ensuring key milestones and agreed timescales are achieved.
- Manage and support framework mini-competitions, direct award processes, and Dynamic Purchasing System (DPS) tenders.
- Ensure contracts and procurement solutions remain compliant while meeting the specific requirements of members and stakeholders.
- Provide guidance on procurement legislation, including the Public Contracts Regulations 2015 (PCR15) and Procurement Act 2023 (PA23), promoting procurement best practice across projects.
Experience & Requirements
- Experience working within public sector procurement, with a sound understanding of the Public Contracts Regulations 2015 (PCR15) and Procurement Act 2023 (PA23).
- Strong knowledge of routes to market, including framework agreements, Dynamic Markets, and associated procurement mechanisms.
- CIPS qualified or actively working towards qualification.
- Excellent organisational and stakeholder management skills, with the ability to manage multiple priorities and projects.
- Project management experience or a recognised project management qualification would be advantageous, although not essential.
