The role is for an industry recognised Senior Quantity Surveyor with extensive proven experience with the NEC Forms of Contract. The role will involve working with the Contractor's Core change team and liaising with the relevant project area teams to support the Contractor in assessing change and budget items, to develop NEC Clause 60 Compensation Event submissions from inception to agreement.

Role Responsibility
Reporting to the Contractor's Senior Change Manager and working closely with the senior commercial staff and 3rd Party stakeholders, the role will be to provide the requisite analysis of quantum impact, along with supporting the planning function with commercial influence on delay and disruptive events. It will require a mobile individual willing to travel across all areas of the Project, liaising with the area site teams to assist and substantiate entitlement for proposed additional cost and time relating to the effect of Compensation Events.
- Preparation of Compensation Event submissions, providing discrete commercial and technical narratives to support the Clause 60 submissions
- Presenting to the Contractor and Employers teams to ensure 'fair' entitlement is recovered on behalf of the Contractor via the Change process
- Understand programme movements to ensure Contractor's programme is protected by identifying and recovering compensable events and engaging with asset teams so that mitigation is applied only where appropriate.
- Working alongside the client programme representatives to ensure agreed impact and entitlement prior to final submission
- Ensuring that submissions are robust to support entitlement to avoid conflict/disputes
- From time to time this role will also be to assist with the evaluation of options and mitigations to the main programme to secure instruction to implement.
- Weekly review with commercial asset teams of subcontractor change to ensure any entitlement is recovered from the Employer
The Ideal Candidate
- Strong analytical, problem solving, and communication skills
- In depth practical experience of the NEC Option C contract
- Experience in change management, claims preparation and forensic quantum
- Experience in the various forms of delay and schedule analysis and report writing
- Strong IT skills using the suite of Microsoft Office
- Flexibility and demonstrable creative problem solving skills
- Strong interpersonal skills are required and ability to work as a member of a team
- Excellent written and spoken English skills are essential
- Knowledge of dispute resolution methods, in particular adjudication
- Degree qualified or equivalent
- Experience of working on complex infrastructure projects
- Excellent communication skills with the ability to maintain good relationships throughout

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
