You will be part of the Area East Scaffolding Team based in Euston, and you will interact with:
- Designated Individual for Scaffolding
- Project Appointed Scaffold Coordinator
- Scaffold Supervisors
- Scaffold Designers appointed on the project
- External Scaffold Contractors appointed on the project
- Temporary Works Coordinators
- Temporary Works Supervisors
Reporting to the Project Appointed Scaffold Coordinator (responsible for the whole project) you will ensure that all:
- scaffold designs are adequate and safely designed for construction
- erected and dismantling,
- design and delivery of scaffolds are in accordance with the SCSJV Scaffold Process and Procedure.
The Area Scaffold Manager’s primary task is the management of all Scaffolds in Area East.
This includes the scaffold process from requirement (scaffold design brief) to delivery (scaffold installation/handover) communicating via certificates, drawings, risk assessment’s & calculations to the construction team.

- Role Responsibility
- Ensure SCSJV Scaffold Process and Procedure is applied fully and efficiently
- Aid the Scaffold Coordinator (SC) in the undertaking of their duties.
- Ensuring a scaffold brief is completed for relevant scaffolds.
- Assess if a scaffold can be erected using a TG20 Compliant Sheet or if a bespoke design is required
- Ensuring proof load tests are conducted when required (e. g. on a sample of ties), by competent persons, and that records are maintained.
- Ensuring that all personnel involved in the erection, alteration or dismantling of scaffolding are inducted on the project and hold the requisite competence.
- Ensuring all designers and design checkers[DA(1][DA(2] of scaffolding are competent.
- Recording all scaffolding on the scaffold register and ensuring that the required evidence of design, check, installation, and handover is recorded and maintained.
- Ensuring all scaffolding is appropriately designed, reviewed, checked, and approved prior to being erected, altered, or dismantled.
- Ensuring there is an approved RAMS covering all scaffolding erection, alteration, or dismantling.
- Ensuring imposed loading from a scaffold (e. g. from standards or ties) is communicated to the Temporary Works Coordinators and authorisation given (e. g. permit to load) prior to the scaffold being erected, altered and a permit to unload issued when required.
- Ensuring all scaffolding has a tag displaying relevant information and, where applicable, a handing‑over certificate.
- Ensuring any scaffold that is incomplete or not signed off is suitably protected from unauthorised access.
- Ensuring all scaffolds are routinely inspected, by a competent person, every 7 days (maximum), after alteration or after any exceptional events.
- Monitoring the process of scaffolding erection, alteration and dismantling, and ensuring it stays within the approved design and is being installed in accordance with this How To, national best practice (e. g.
NASC publication SG4:15 “Preventing Falls in Scaffolding Operations”) and the approved RAMS.
- Liaising with the Temporary Works Coordinators and ensuring that all non TG20:21 compliant scaffolds have approval from the Temporary Works Coordinators and those records of these approvals are maintained.
- Informing the Scaffold Coordinator (SC) if any significant issues with scaffolds are identified.
- Provide technical review of scaffolding installation plans and procedures.
- Review scaffold installation work plans, pre-task planning and method statements to ensure comprehensive safety and feasibility aspects are incorporated.
- Provide company representation in monitoring contractor's scaffold installation‑related activities.
- Reports activities, progress, and areas of concern to Safety Lead/ Scaffold Coordinator
- Ensure installation plans are developed in accordance with rules, regulations, and standards and permit to work procedures as applicable.
- Works effectively within established policies and procedures and participates in the further development of these to meet changing needs.
- Interfaces among various project teams and departments on issues relating to the position.
This requires effective communication, initiative, flexibility and an ability to induce collaboration.
- Exhibits team leadership skills, integrity, interpersonal understanding and self-confidence.
- Participates in the resolution of problems in more demanding and less familiar situations using precedent and own acquired knowledge.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract.
