The Permit & Compliance Manager for SCS is responsible for leading all permitting, regulatory compliance and assurance for all high risk and permit controlled activities associated with the construction of the HS2 project. The role ensures that all site activities are fully compliant with SCS / HS2 requirements and Principal Contractor procedures. Working within a highly regulated, safety‑critical environment, the Permit & Compliance Manager will coordinate and control the permit system, any required access approvals and operational compliance across all activities to support safe and efficient delivery of SCS scope of works.

Key Responsibilities

  • Establish and maintain clear controls to ensure that all permit‑controlled activities are supported by appropriate planning documentation, risk assessments, and safe systems of work prior to commencement.
  • Lead the management of all construction permits, including but not limited to:
    • Ground Disturbance permits (ie, Excavation works or breaking ground – HSG47)
    • Electrical permits (including energisation and isolations)
    • Environmental permits – permits to discharge etc
    • Confined space access permits
    • Hot works permits
    • Drainage & utility permits – ie, for surveying or diversions
    • High pressure jetting permits
    • Working at height permits – including harnesses, ladders, MEWPs & mobile elevating plant etc
  • Maintain a comprehensive permit register and ensure all permits remain valid and compliant throughout project execution.
  • Act as the main point of contact for updating, reviewing and monitoring the management of change process and act as key representative for the delivery team at the change control panels.
  • Engage with the supply chain to ensure products & services are compliant with our SCS procedures and associated H&S regulations.
  • Personnel competency reviews & authorisation of people for specific tasks & roles.
  • Manage and offer appointments based on outcomes for each department.
  • Participate in Hazard Identification (HAZID) workshops and construction planning sessions to ensure that key operational hazards are identified and managed at the earliest possible stage.
  • Provide specialist input into the identification, assessment, and mitigation of risks associated with high‑risk construction activities.
  • Contribute to the technical review and approval of RAMS (Risk Assessments and Method Statements) & WPPs (Work Package Plans) to ensure proposed methodologies are safe, practical, and compliant with project requirements.
  • Provide support and guidance in the event of incident management and during investigation processes with the H&S manager & advisors.
  • Ensure that accurate and up‑to‑date as‑built information relating to underground and overhead services is maintained throughout the project lifecycle.
  • Work collaboratively with engineering, survey, and digital engineering teams to ensure operational teams have access to the most reliable service data available.
  • Communicate approved changes effectively to the Euston delivery teams and ensure updated procedures are embedded within operational practices.
  • Ensure compliance with ISO 9001:2015, ISO 14001:2015, OHSAS 18001:2017, ISO/IEC 27001:2013 and statutory requirements as they affect the Joint Venture's operations and ensure that the requirements are effectively implemented on the project.
  • Develop a culture of safety on the project through the absolute commitment to the Zero Accidents target and ethos, and develop a wider awareness of quality, environmental issues and demonstrate commitment to achieve continual improvement and zero tolerance.

Qualifications

  • Experience delivering and managing permit control systems.
  • Knowledge and understanding of H&S assurance processes.
  • Extensive technical knowledge of construction techniques and best practices.
  • Computer competence (MS Word, Excel, Document control system, Primavera software).
  • Relevant CSCS card.
  • Training in health & safety and environmental management – SMSTS.
  • Specialist training and competency in confined space, working from height, excavations, hot works.
  • NEBOSH qualification (or working towards).
  • Physical or mental circumstances do not significantly limit ability to perform normal day‑to‑day activities for at least 12 months.

About the Project

The role will work on the HS2 project. HS2 is the UK's new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK's 10 biggest cities with fast, reliable and frequent high speed services. The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin‑bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
