We are currently recruiting for 2no. Mechanical Testing & Commissioning Engineers to join our Completions & Transitions team here at SCS Railways.

About the role

We are seeking experienced Mechanical Testing & Commissioning Engineers to support the delivery of HS2, one of Europe's largest and most complex rail infrastructure programmes. The role will be responsible for the safe planning, execution, and assurance of testing and commissioning activities for electrical systems, ensuring compliance with HS2 Technical Standards, statutory requirements, and project-specific employer's requirements. You will be accountable for the management of all completed assurance documentation is validated and processed in the proprietary document control procedure. The post holder will work within a multi-disciplinary commissioning team and play a critical role in supporting system integration, staged handover, and readiness for trial operations. This is a key role within the SCS MEP team in supporting the requirements of Testing and commissioning through the delivery of the MEP works. The candidate needs to have experience of large complex rail projects in a regulated environment.

You will be responsible for commissioning the following Mechanical systems:

  • HVAC systems (AHUs, FCUs, VRF, chilled water, heating systems)
  • Ventilation systems (station, tunnel, smoke control, and pressurisation systems)
  • Public health systems (cold water, hot water, drainage, pumped systems)
  • Fire suppression systems (sprinklers, mist, dry/wet risers - mechanical scope)
  • Mechanical plant rooms
  • Pumps, pipework, valves, and controls interfaces
  • Interface with BMS for mechanical systems commissioning

Role Responsibility

  • Managing the development of Test Documentation by the Suppliers and execute electrical testing and commissioning activities in line with the HS2 Commissioning Strategy.
  • Confirming, before the works of the T&C specialist commence on site, that the following activities have been carried out; note - the day to day management of the deliverables below are overseen by the Delivery Manager but the T&C Manager, or delegate, is the overseer:
    • Scope of Works.
    • Construction drawings and specifications issued (in accordance with the SCS LOD5 Design Management Plan)
    • Notice to Start issued to the T&C specialist.
    • Interface arrangements been agreed with other package managers.
    • Completion / commissioning / handover milestones have been agreed.
    • SHE requirements eg RAMS, COSHH assessments, training records, competency cards, etc in place.
    • SHE documentation issued to any subcontractor and acknowledged.
    • Quality risk review has been completed for critical activities.
    • Pre-commissioning checks are complete.
    • Commissioning Test Plans approved.
  • Support energisation, system proving, and staged commissioning activities.
  • Ensure the progress of the Testing commissioning of the works are in accordance with the contract, programme, budget and client requirements.
  • Implementation and assure compliance with all relevant HS2 and / or statutory requirements with regards to Health, Safety, Environment and Public relations within their scope of work.
  • Support Package Managers with delivery associated with commissioning process.
  • Ensure that contemporaneous records of work done are maintained by the Subcontractor and issued for review (or acceptance).

The Ideal Candidate

Essential:

  • Experience in involvement of a major infrastructure project, ideally from Design through to handover.
  • Experience in a similar level role, responsible for the delivery of Testing and commissioning and Systems integration activities.
  • Strong leadership, communication, and conflict management skills.
  • HNC / HND / Degree in Mechanical Engineering or a related discipline.
  • Relevant Commissioning experience in engineering or other similar regulated industry.
  • Strong understanding of electrical safety, testing standards, and commissioning processes.
  • Experience producing and managing commissioning documentation and handover packs.

Desirable:

  • Experience of Test and Commissioning and Integration on a major rail project.
  • Framework and Alliance Behaviours: Persuasive, Socially Optimistic, Democratic, Adaptable.
  • Experience of Early Contractor Involvement models and NEC forms of contract.
  • Knowledge of UK Building Regulations, British Standards, and CIBSE commissioning guidance.
  • Expert knowledge of products, construction details and relevant rules, regulations, and quality standards.
  • Hands on Attitude.
  • Experience of a self-assurance contract environment.

About the Company

The role will work on the HS2 project. HS2 is the UK's new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK's 10 biggest cities with fast, reliable and frequent high speed services. The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
