The Handover Manager – Structures & Earthworks Delivery Unit (SEDU) leads the end‑to‑end assurance, completion, transition and handover of HS2 assets to the client and third parties. The role is a hands‑on leadership position, acting as the focal point between Delivery, Quality, Technical Assurance, Planning, BIM, and Document Control. It requires engaging with the HS2 client and third‑party stakeholders, including local authorities and railway systems, to support external handovers and transitions. The Handover Manager promotes handover as a delivery outcome rather than a post‑project activity and supports continuous improvement of processes and ways of working.

Responsibilities

  • Own and manage SEDU construction certification and assurance logic within the CL32 Programme, working with the planning team to capture assurance updates on a monthly basis.
  • Identify asset handover contract milestones, plan transfer readiness review meetings and PC transfer certificates to meet handover dates, ensuring readiness, data transfer and formal acceptance.
  • Liaise with other handover managers and area delivery teams to convey SCS Plan for Completion requirements.
  • Interface with SCS & HS2 Technical Assurance, Quality, Interface, BIM, Undertakings and Assurance teams to identify all transition, completion and handover requirements and to establish specific completion templates and tracking methods.
  • Establish and liaise with third‑party handover requirements for civil engineering works, ensuring requirements are agreed in advance with stakeholders and communicated to area teams.
  • Ensure all deliverables are planned, produced, reviewed, accepted and transferred in accordance with project requirements.
  • Actively manage key document reviews within the project document management systems to guarantee review integrity and timely acceptance by SCS and HS2.
  • Review completion and handover related deliverables, provide feedback to area teams, and manage resolution of acceptance or updates via HS2 NEC Supervisor and engineering teams.
  • Provide assurance confidence to stakeholders through structured meetings and reporting.
  • Lead activity readiness review meetings for deliverables and certification to meet key dates, transitions and handovers.
  • Manage reporting on deliverables health, status and trends via trackers, digital dashboards, action logs and other visual management tools; report against key performance indicators, incentive milestones and assurance deadlines, and develop new reporting methods as needed.
  • Produce Construction Certificates, Red‑line Drawings, Principal Contractor transfers, final snag lists, defects and consolidated outstanding works lists.
  • Oversee production of statutory handover deliverables (Health & Safety files, operations and maintenance manuals) ensuring they are planned, produced, reviewed and transferred appropriately.
  • Review, cleanse and purge document metadata and unused documents to improve data integrity and reporting.
  • Raise the profile of completion and handover as a real project goal through presentations and communications to the project team.
  • Lead, manage or support initiatives to continuously improve deliverable generation, assurance and handover processes, driving change and consistency across the project.

Qualifications

  • Experience in handover management, including practical handover and completion of large rail or highway section projects.
  • Demonstrable experience managing end‑to‑end handover processes, including asset transfer and client acceptance.
  • Ability to interrogate programme logic and assurance data.
  • Experience managing a team and liaising with construction teams, clients and third parties for progress updates and reporting.
  • Confident working with digital assurance systems and dashboards; advanced Excel and data analysis skills; preferable experience preparing dashboards in Power BI.
  • Membership of CQI, MCQI or equivalent in quality or handover related sector.
  • Relevant CSCS card.
  • Physical and mental capability to perform the duties of the role and comply with safety requirements.
