Change & Configuration Manager in London

We are seeking an experienced Change and Configuration Manager to manage and continuously improve Change and Configuration Management processes across a major infrastructure programme. This role is responsible for ensuring that technical changes, engineering information, requirements, designs and asset records remain controlled, traceable and aligned throughout the project lifecycle.

Working as part of the Technical Governance & Compliance team, you will coordinate change and configuration activities across engineering, construction, programme, commercial and assurance functions, ensuring that changes are appropriately assessed, authorised, implemented and incorporated into controlled baselines. This is an excellent opportunity for an engineering governance, configuration management or systems engineering professional to play a key role in the safe and efficient delivery of a major infrastructure project.

The Change & Configuration Management (CCM) team, led by the Change and Configuration Management Lead, sits within the Technical Governance & Compliance (TG&C) function and supports the delivery of one of the UK's largest infrastructure programmes. The team governs engineering change, maintains technical baselines, supports technical assurance, and ensures project information remains accurate, controlled and traceable throughout the asset lifecycle.

Working across engineering, construction, assurance, commercial, planning and delivery teams, the CCM team ensures technical changes are assessed, implemented and incorporated into project baselines in a controlled and auditable manner. The team supports SCS JV's engineering governance responsibilities, providing opportunities to work across diverse disciplines, stakeholders and major infrastructure assets. Team members gain experience in systems engineering, technical assurance, configuration management and project controls within a collaborative, fast-paced environment.

Flexible working: This role will be based in the office in Euston for a minimum of 3 days per week.

Role Responsibility

• Manage the implementation and continuous improvement of Change and Configuration Management processes, procedures and standards;
• Coordinate governance activities to ensure changes are appropriately assessed and controlled;
• Facilitate change review forums and coordinate multidisciplinary decision-making activities;
• Provide guidance and support to project teams on Change and Configuration Management requirements;
• Promote the consistent application of engineering governance and configuration control processes;
• Manage the end-to-end change management process from initiation through implementation and closure;
• Ensure proposed changes are assessed for technical, operational, programme, commercial and risk impacts;
• Coordinate multidisciplinary impact assessments and stakeholder reviews;
• Monitor implementation of approved changes and ensure closure activities are completed;
• Ensure changes are managed in a consistent, transparent and auditable manner;
• Maintain technical and configuration baselines throughout the project lifecycle;
• Manage the identification and control of Configuration Items and associated records;
• Ensure accurate configuration status reporting and traceability;
• Coordinate configuration audits, reviews and verification activities;
• Ensure engineering information, asset information and project documentation remain aligned;
• Support compliance with project, client and industry requirements;
• Coordinate governance reviews, audits and assurance activities;
• Maintain robust change and configuration records to support auditability and traceability;
• Ensure change and configuration activities support wider systems engineering and assurance objectives;
• Develop and maintain KPIs, dashboards and management reports;
• Monitor performance trends and identify process improvement opportunities;
• Report change and configuration status to the Change and Configuration Management Lead and project stakeholders;
• Monitor risks associated with technical debt, overdue actions and baseline integrity.

The Ideal Candidate

• Degree in Engineering or a related discipline (preferred);
• Professional membership of a relevant engineering institution, with Chartered status or actively working towards chartership;
• Minimum of 5 years' experience in Change Management, Configuration Management, Systems Engineering, Engineering Governance, or a similar discipline within a complex project environment;
• Experience facilitating multidisciplinary technical reviews, governance processes, assurance activities, and stakeholder forums;
• Strong understanding of engineering lifecycle management, configuration control, technical assurance, and governance principles;
• Knowledge of the regulatory environment and statutory obligations associated with major rail infrastructure and construction projects, or other comparable highly regulated industries;
• Experience using engineering information management systems and digital project environments (e.g. DOORS, BIM, CDE, EDMS), with the ability to efficiently identify, analyse, and extract key insights from large volumes of project information;
• Good understanding of the disciplines involved in the delivery of major railway infrastructure projects, including their roles, responsibilities, and interfaces;
• Proven ability to build effective working relationships and collaborate with project delivery teams, senior leadership, clients, subcontractors, regulatory bodies, and other key stakeholders;
• Excellent verbal, written, presentation, and interpersonal communication skills, with the ability to communicate technical information, reports, KPIs, dashboards, and project performance insights clearly and effectively to both technical and non-technical audiences.

The role will work on the HS2 project. HS2 is the UK’s new high speed rail network. It will be a catalyst for economic growth across Britain, freeing up space on the existing railways and connecting 8 out of the UK’s 10 biggest cities with fast, reliable and frequent high speed services.

The Skanska | Costain | STRABAG (SCS JV) is delivering the HS2 London Tunnels Contract. Scope of works includes twin-bored tunnels (TBM), SCL tunnels, shaft sinking, bridge demolition and reconstruction, services diversions, earthworks and the construction of site compounds.
